" SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Acknowledge receipt of this report from the County Administrator' s office forwarding a report from the Sheriff-Coroner' s Office commenting on the Sheriff ' s plans to expand Operation "C.L.E.A.N. ST. " (The Coordinated Law Enforcement and Narcotics Strike Team) , and on the results of the operation in West County. BACKGROUND: During the Budget Committee discussions on the 1986-87 County Budget, this office was requested to explore with the Sheriff-Coroner the feasibility of rotating Operation C.L.E.A.N. ST. , which had been so successful in West County, to other areas of the County. Attached is a memo from Captain Gary C. Ford, Commander of the Patrol Division, commenting on the success of the operation in West County and the Sheriff ' s plans to undertake similar efforts to deal with identified problems in other areas of the County. Commander, Patrol Division Pursuant to your memorandum of September 8, 1986, regarding C.L.E.A.N. ST. , the following address the issues raised: 1 . "Can you provide information on the results of C.L.E.A.N. ST." On october 1 , 1985, the Coordinated Law Enforcement and Narcotics Strike. Team (C.L.E.A.N. ST. ) was established. This was a joint effort by the District Attorney's Office, Sheriff's Department, and Richmond Police Department to reduce the blatant street level sales of narcotics and controlled substances in the City of Richmond and adjacent unincorporated areas. C.L.E.A.N. ST. was made-up of a part-time Sheriff' s Captain and Richmond Lieutenant as well as one Sergeant and three officers from each agency. The District Attorney made a Deputy District Attorney available to enable the strike team to file complaints the day following arrests as well as provide legal counselling, when necessary. Operationally, C.L.E.A.N. ST. , has been a success. The following statistics capsulate its performance for the first eight months: Field Interviews: 1 ,411 Citations issued: 160 Arrests: Felony 553 Misdemeanor 108 Warrant 108 Drugs Confiscated: $1295047 AN EQUAL OPPORTUNITY EMPLOYER Claude C. Van Marter Page 2 September 23, 1986" The aforementioned statistics are impressive, however, most shocking of all is, according to C. L. Morris, District Attorney's Office, 40% of all Felony cases awa.iting trial in Superior Court are C.L.E.A.N. ST. cases. The full impact of this operation will not be felt for quite some time. From a +budgetary standpoint the $175,000 committed last year by the Board helped defer some costs; however, when you total-- -Salaries------------------------------$182,000 -2 unmarked vehicles------------------- 16,000 -120 hours of overtime per month------- 40,000 -plus miscellaneous expense------------ 12,000 the impact is somewhat staggering; the Sheriff's costs alone approaching $250,000 per year. 2. What plans to extend the program to other areas. . .any additional resources?" Our plans to extend C.L.E.A.N. ST. to other areas of the County will take on a different area of emphasis. C.L.E.A.N. ST. was established to impact open dealing of narcotics. A high visibility, high profile operation. This form of activity pis somewhat unique to the Richmond, North Richmond area. What we propose is tolmove the Sheriff' s contribution or an additional team depending on budget restraints to deal with a multitude of service programs from narcotics, prostitution, juvenile parties, litter, cattle rustling, etc. , etc. The initial financial request would be to full fund the present operation and secondly, fund another team. I must continue to emphasize, this program is not similar to the new covert, Central County Narcotics Task Force; two distinct functions and areas of intensity. RKR:GCF:Id
