SPECIFIC REQUEST(S) OR RECOMMENDATION(,S) a BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Director of Community Development to apply to the State Secretary of
Environmental Affairs, (SEA), following program review by the Bay Conservation and
Development Commission (BCDC) , for a grant of $128,053 to study the role of natural gas
extraction in subsidence.
FINANCIAL IMPACT
None.
BACKGROUND
Contra Costa County is eligible to apply for a block grant in an amount up to $128,053 from
the State SB 959 (Coastal County Offshore Energy Assistance) program. No matching funds are
required. The County's proposed program must be reviewed and approved by the Bay Conserva-
tion and Development Commission after public hearings, then forwarded to the State Secretary
of Environmental Affairs for final approval . A copy of the draft proposal and application
are attached.
The Community Development Department proposes a program which would use funds to assist the
State Department of Water Resources to study the impact of natural gas extraction from under-
water State lands in Contra Costa County on subsidence. Two public hearings have been held,
September 22 and October 6, and response to the draft program was entirely favorable.
The proposed grant program responds to Board Order of March 12, 1985, requesting numerous
State, Federal , and local agencies to study subsidence (and liquefaction) in Contra Costa
County; Board Resolution 85/549 directing staff to locate sources of revenue to assist State
subsidence studies, and board inquiries to staff on an appropriate subsidence study funding
mechanism.
The draft program is attached. Board members were informed of the Community Development
Department's intent to apply by letter to individual Supervisors of September 23, 1986.

BLOCK GRANT PROGRAM
The program, pursuant to Division 25 (Section 35000 and following sections) of
the Public Resources Code of the State of California, will provide block
grants to coastal counties including counties within the jurisdiction of the
(San Francisco) Bay Conservation and Development Commission. Grants may be
awarded for the purposes of planning, assessment, mitigation, permitting, mon-
itoring and enforcement, public services and facilities, and for other activi-
ties related to off-shore energy development, consistent with the requirements
of the state's coastal management program.
Subsidence is known to accompany the extraction of gas and oil with hundreds
of examples worldwide. Less commonly, subsidence accompanies the extraction
of gas which is not associated with oil (non-associated gas) .
Subsidence is known to be occurring or has occurred in northern and eastern
Contra Costa County - largely within the delta, where much state land lies,
and also where major non-associated gas pools are located. The amount and
rates of subsidence need to be measured, the various increments of subsidence
from each of several causative factors - extraction of natural gas and/or
groundwater, peat oxidation, and settlement - need to be identified, and for
man-induced causes, mitigation could then be planned and applied.
Such a subsidence-measuring program has begun, sponsored by the California
Department of Water Resources' (DWR) Central District. The area of interest
of the Central District encompasses much State submerged and park land, some
of which is being actively prospected for gas. The Central District bounda-
ries overlap the Bay Conservation and Development Commission boundaries in
Suisun Bay. The gas-producing areas provide an opportunity to measure total
subsidence - amount and rate - in places where the sum of subsidence may be
due to a combination of gas extraction, groundwater withdrawal , and oxidation
and/or settlement of soft peat or highly organic soils.
It is intended to assist and support the DWR study from the block grant pro-
gram by establishing subsidence monitoring stations that are expected to con-
tribute to an understanding of the relation of gas extraction to the subsi-
dence. Currently this is in the vicinity of Bethel Island, Oakley, and near
Webb tract on the edge of the Sherman Island gas field.

WORK ELEMENTS
The program has four elements:
0 Construction of two subsidence recording stations.
o Precise level surveys tying the subsidence recording stations to the DWR
network of precise bench marks.
o Evaluation of increased flood hazard potential .
o Program administration.
OBJECTIVES
The objectives are to measure total subsidence at places where, if it is oc-
curring, it may be influenced by gas extraction. Based on measured amount and
rate of subsidence, conclude whether permitted gas extraction significantly
increases flood hazard, and if so, (1) to evaluate the contribution of gas
extraction (and groundwater use) to the total subsidence and increased flood
hazard, and (2) to develop appropriate mitigation.
PRODUCTS
Two products would result from the program:
o Recording stations and bench marks of a near-permanent nature, usable
indefinitely for continuing subsidence study.
o Reports evaluating contribution of gas extraction to total subsidence on
at least a short-term basis.
PLANNING AND ENERGY PRODUCTION
Current planning for orderly development in low-lying parts of Contra Costa
County is hindered by adequate understanding of flood hazard potential , and of
its potential to increase due to subsidence. This results from (1) lack of
up-to-date precise elevation data and (2) lack of detailed, local knowledge on
the amount and rates of subsidence attributable to man-made and natural caus-
es. The data obtained in this program should be put to immediate and
long-term use for general and site-specific planning. The results of the pro-
gram would be used to evaluate mitigation measures proposed with projects in
state lands and elsewhere in the County, which is a leader in the production
of non-associated natural gas.
At this time planning largely neglects any contribution of subsidence to in-
creased flood hazard, based largely on the lack of management of the subsi-
dence and resultant difficulty evaluating flood hazard potential .

BUDGET
The program budget allocates 55 percent $71,000) of the grant request to con-
struction of two monitoring stations; 17 percent ($22,000) to precise level-
ling, 23 percent ($30,000) to administration, and 4 percent ($5,000) for
end-product report preparation. See Exhibit 1.

ration of a Negative Declaration of Environmental Significance, attached. )
Contra Costa County is subject to jurisdiction of Bay Conservation and Devel-
opment Commission.
PUBLIC COMMENTS
Results of public hearings on September 22 and October 6 will be summarized in
the final program application.
