Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency
Agreement #29-534-2 with First 5 Contra Costa Children and Families Commission, a government agency, to pay
County an amount not to exceed $300,000, to provide mental health services to children, from birth to age six, and
their caregivers who are enrolled in substance abuse treatment programs, for the period from July 1, 2014 through
June 30, 2015.
FISCAL IMPACT:
Approval of this Interagency Agreement will result in a total payment to the County not to exceed $300,000. No
County match required.
BACKGROUND:
This Agreement will provide funding to County for the provision of mental health services to children ages, birth to
6, and their mothers and caregivers who are enrolled in substance abuse treatment programs. These services are
needed in order to help strengthen and maintain the relationship between mother and child while the mother
participates in a substance abuse treatment program. Maintaining a healthy relationship between parent and child is a

BACKGROUND: (CONT'D)

On September 17, 2013, the Board of Supervisors approved Interagency Agreement #29-534-1 with First 5 Contra
Costa Children and Families Commission, for the period from July 1, 2013 through June 30, 2014.
Approval of Interagency Agreement #29-534-2 will allow Agency to continue paying County for the provision of
mental health services to children and their caregivers who are enrolled in a substance abuse treatment program,
through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, County will not be able to provide the required mental health services to children
and their caregivers, as needed.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
