APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a contract amendment with the
California Department of Food and Agriculture to increase the payment limit by $67,000, to a new payment total of
$380,288, for Dog Team Inspection activities for the period of July 1, 2014 through June 30, 2015.
FISCAL IMPACT:
Amendment 1 of the Agreement #14-0170-SF Dog Teams provides additional reimbursement for County expenses
incurred during the period beginning July 1, 2014 through June 30, 2015 for inspection activities performed on behalf
of the California Department of Food and Agriculture (CDFA) in Contra Costa County. There is no cost share
requirement and the difference of $67,000. in revenue from this agreement has been adjusted in the department's
budget for FY14/15.
BACKGROUND:
Under this agreement, the Agriculture Department will use specially trained Dog Teams to detect the presence of any
unwanted plant pests in parcels, including insect species, diseases or other harmful organisms, that may pose a threat
to the economic well-being of the State.

BACKGROUND: (CONT'D)
Each Dog Team will conduct surveillance inspections at parcel sectional centers such as those operated by Federal
Express and the United Parcel Service to provide parcel inspection services related to plant products entering the
State of California. The teams will also be available to provide inspection service at United States Postal Service. The
teams will also provide pest exclusion service to the greater bay area region.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to accept Amendment 1 of Agreement #14-0170-SF will mean that the Department will not have the
additional revenue necessary to perform Dog Team inspections on behalf of the State of California Department of
Food and Agriculture (CDFA) and will lose administrative overhead that is of benefit to the department's operational
budget.
