RECOMMENDATION
On the recommendation of the Director of Community Development, authorize the
Chair of the Board of- Supervisors to execute on behalf of the County an amendment
to the contract between the County and Smith, Gray and Company, to revise the
payment limit to the amount of $35,000 and extend the term of the contract to
April 30, 1987 for continued transportation consulting services regarding the
State Route 4.
IT IS BY THE BOARD ORDERED that the recommendation of the Director of Community
Development is APPROVED.

AMENDMENT SPECIFICATIONS
ATTACHMENT A
SCOPE OF SERVICES
ROUTE 4 OVER THE WILLOW PASS
CONTRA COSTA COUNTY
Under the general direction of the Deputy Director of Community Development
for Transportation Planning, consultant will provide the following services
with respect to the proposed improvements to State Route 4 over the Willow
Pass Grade between Concord and West Pittsburg.
FEDERAL LEGISLATION
Consultant will monitor pending federal legislation and assist the County in
developing a description and support material for a proposed Federal Highway
Demonstration project as well as work with local officials to secure support
for state/federal monies for a demonstration project.
PROPOSAL BY THE DEPARTMENT OF NAVY TO CLOSE PORT CHICAGO HIGHWAY BETWEEN
CONCORD AND WEST PITTSBURG
Consultant will advise and assist the County in a strategic planning effort
oriented at resolving issues related to the Navy's proposed closure of Port
Chicago Highway. Consultant will also assist the County in facilitating the
discussions and negotiations with the Department of the Navy.
IMPROVING AND LOWERING OF HIGHWAY 4 OVER THE WILLOW PASS GRADE
Consultant will work with the County, Caltrans, CCTAC and BART to secure
funds for improving State Route 4 over the Willow Pass Grade. As part of
this effort, the consultant will develop a draft Memorandum of Understanding
for the County and Caltrans which delineates each party's responsibility
from project development to design and construction of the project.
Consultant will also assist the County in devising a financing strategy for
the project which incorporates all viable sources of funding.
Given the proposed rail extension to eastern Contra Costa County, BART has
an interest in seeing the grade over the Willow Pass reduced. Consultant
will assist negotiations with BART to secure funds for the design and
environmental work on the project and assist the County in developing an
agreement to transfer said funds to the County.
BUDGET
All work will be performed on a time and materials basis pursuant to
consultant's adopted fee schedule.
