SUBJECT: Approval of Standard Form Supplemental Residential Care Services for the Care
of Mentally Disordered Adults Under SB 155
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
1. Approve standard form Supplemental Residential Care Services Agreements with 3
residential care facility operators, effective November 1, 1986 as specified on
the attached Facility Listing and Payment Rate Schedule to provide supplemental
services for mentally disordered adults under California Administrative Code
Section 549 (SB 155); and
2.' Authorize the Health Services Director, or his designee (Gale Bataille) to
execute, on behalf of the County, standard form Supplemental Residential Care
Services Agreements through June 30, 1987, with an automatic six-month exten-
sion from July 1, 1987, through December 31, 1987, providing for payment of
State-prescribed rates for supplemental services to licensed residential care
facility operators as specified in the attached Facility Listing and Payment
Rate Schedule, subject to the budgetary limitations set forth in the County
Mental Health/Short-Doyle Budget for Supplemental Residential Care Services.
II. FINANCIAL IMPACT:
SB 155 established a Supplemental Rate System for licensed Residential Care
Facilities for the mentally disabled. Contra Costa County's 1986-87 Short-Doyle
allocation includes categorical funding in the amount of $328,276 for this
designated purpose. This Program is 100% State funded for fiscal year 1986-87 and
no local County match is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
These Agreements will allow Contra Costa County to begin placing individuals into
the community who might otherwise remain in more expensive hospital care for longer
periods of time than is necessary. SB 155 was signed by the Governor on September
30, 1985. It mandates implementation of the Supplemental Rate System for
Residential Care Facilities. These Supplemental Rates are designed to fund
augmented basic living and care services for mentally disabled adults in Licensed
Residential Care Facilities . In order to augment Residential Care Facility
payments pursuant to SB 155 regulations, the County must designate and enter into
agreements with licensed facilities which agree to accept clients who require supple-
mental services.
