SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract 424-385 with Phoenix Programs, Inc. in the amount of $515,230 for the period November 4, 1986 through June 30, 1987 for provision of start-up services, facility renovation and purchase of furnishings and equipment to establish two Multi-Service Centers and one twenty-bed Shelter/Multi-Service Center for the home- less mentally disabled. II. FINANCIAL IMPACT: This contract is included in the FY 1986-87 Budget of the Alcohol/Drug Abuse/ Mental Health Division in the Health Services Department (Cost Center #5942), and is funded 90% by State Short-Doyle Targeted Supplemental Funds for the Homeless, and 10% County Matching Funds. $129,372 is funded out of the County's $512,622 FY 1986-87 allocation of State Targeted Supplemental Funds for the Homeless, and the remaining $385,858 is funded out of the State-approved "Rollover" of unexpended FY 1985-86 State Targeted Supplemental Funds for the Homeless . III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On August 15, 1986, the State Department of Mental Health approved Contra Costa County's Rollover Proposal for Retention of Unexpended FY 1985-86 State Homeless Program Funds ($494,582) for Use in FY 1986-87, which the Board approved for sub- mission on July 8, 1986. This Rollover Proposal included $385,858 to be expended for Homeless Facility Start-Up and Renovation. The County's FY 1986-87 Allocation of State Homeless Funds is being used for initial start-up services staffing. This contract funds, on an actual cost reimbursement basis, start-up activities which are necessary to organize and implement services to homeless mentally disabled persons. Such activities shall include community outreach, design of information and referral services, staff recruitment and training. Funding for facility rehabilitation and equipment purchases in the amount of $385,858 is included in this contract in anticipation of the contractor (with the County as co-lessee) securing the above-described program sites . This will avoid the delay which would result from initiating a subsequent contract for this purpose. As actual client service programs are ready to be implemented, specific service program contracts will be prepared for approval. Approval of this Contract With Phoenix Programs does not mean that a site has been selected..
