APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute the Cooperative Funding Agreement
between the Contra Costa Transportation Authority (CCTA) and Contra Costa County for project funding through
the Priority Development Area (PDA) Planning Grant Program for the San Pablo Avenue Complete Streets Project.

FISCAL IMPACT:
83% Contra Costa Transportation Authority Priority Development Area (PDA) funds and 17% West Contra Costa
Transportation Advisory Committee (WCCTAC) community planning grant program, for a total of $360,000.
BACKGROUND:
The Contra Costa Priority Development Area (PDA) Planning Grant Program is intended to fund a variety of
planning activities intended to help plan and implement designated Priority Development Areas (PDAs) in Contra
Costa County. The key planning goals of the program are:
• Increase both the housing supply, including affordable housing for low-income residents, and jobs within the PDAs;

Development Area (PDA) Planning Grant
BACKGROUND: (CONT'D)
• By increasing land use intensities in PDAs, boost transit ridership and thereby reduce vehicle miles traveled
(VMT) by PDA residents, employees and visitors;
• Increase walking, bicycling, carpooling and car-sharing by effectively managing parking and driving while
promoting multimodal connections for residents, employees and visitors within the PDA;
• Locate key services and retail businesses within PDAs thus further reducing VMT.
On July 8, 2014, the Board of Supervisors approved submittal of a grant application to the PDA Planning Grant
Program for the San Pablo Avenue Complete Streets Project (Project).
The Public Works Department was been awarded funding through the PDA Planning Grant Program for the
Project. The grant will be used to conduct a feasibility study along San Pablo Avenue between Rodeo and
Crockett to incorporate bicycle and pedestrian improvements along the roadway. The federal funding is being
administered by Caltrans and Contra Costa Transportation Authority (CCTA) is serving to facilitate use of the
funding by local jurisdictions. This grant will allow the County to move the project forward through planning and
design, and better position the project for future potential funds.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the agreement will eliminate a potential funding source for the project.
