HomeMy WebLinkAboutMINUTES - 03312015 - C.02RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Contract Amendment No. 1 with RBF Consulting, effective March 31, 2015, to increase the payment limit by $35,000 to a new payment limit of $135,000 and extend the termination date from April 1, 2015 to December 31, 2016 for additional necessary work associated with the Appian Way Complete Streets Project, El Sobrante area. (District I) Project No. 0662-6R4212. FISCAL IMPACT: The project is funded by 100% Local Road Funds. BACKGROUND: Staff recommends the Board approve an amendment to the existing consulting services agreement (contract) with RBF Consulting (RBF) to allow them to complete work on the Appian Way Complete Streets Project. RBF has been assisting staff with development of the complete streets concept for Appian Way that was first identified in a study conducted by the Contra Costa Transportation Authority (CCTA) in collaboration with the County and the City of Pinole, and approved by the Board in December of 2014, as part of the El Sobrante General Plan Amendment. (District I) BACKGROUND: (CONT'D) from a 5-lane configuration to a “complete streets” alternative. Complete streets projects are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities. The work by RBF began in May of 2014 and consists of the preparation of preliminary engineering plans to determine the scope and location of bicycle and pedestrian improvements on Appian Way and conducting public outreach. The plans were presented at two public workshops in El Sobrante and to the El Sobrante Municipal Advisory Council in the fall of last year and are currently being refined based on the public input. Project alternatives with cost estimates and phasing options will be presented at public meetings to be held in April or May of this year. The section of Appian Way from Valley View Road to San Pablo Dam Road was also included to provide a comprehensive design for the entire length of Appian Way in the unincorporated area. Once community priorities have been established, staff will seek opportunities for funding the next phases of the project using a likely combination of local road funds, CCTA Measure J funds and other regional and state transportation grant funds. CONSEQUENCE OF NEGATIVE ACTION: If the contract amendment is not approved, transportation engineering services for the Appian Way Complete Streets Project may not be completed in a timely manner, which will delay implementation of the project.
