ATTESTED: March 10, 2015 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: Ericka Ramirez, Ingrid Persson C. 71 To:Board of Supervisors From:Kathy Gallagher, Employment & Human Services Director Date:March 10, 2015 Contra Costa County Subject:2014-15 First Baptist Church Kids' Castle and E. Leland childcare contract, amend #1 BACKGROUND: (CONT'D) Head Start services to program eligible County residents. Contra Costa also receives funds from California Department of Education (CDE) to provide State Preschool services to program eligible County residents. The State requires an indemnification clause with County subcontractors wherein the subcontractor holds harmless the State and its officers for any losses. In order to provide a wider distribution of services to County residents, the Department contracts with a number of community-based organizations. The board approved the 2015-16 contract on June 24, 2014. This amendment is to pass through an increased daily rate provided by the State Department of Education to the County. The daily rate has been increased from $19.53 to $20.50 for part-day programs and $29.41 to $30.88 for full-day programs. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not be able to more widely distribute childcare availability through partnership with community based agencies. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
