APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract amendment with Consolidated
Printing, Inc., to increase the payment limit by $1,000,000 to a new payment limit of $2,000,000 for additional
printing, inserting, and mailing of sample ballot materials, with no change in the original term of March 1, 2014
through December 31, 2015.
FISCAL IMPACT:
100% County General Fund, with a portion of the increase to be reimbursed by Districts conducting Elections in
2015. To the extent that the net additional elections costs cannot be absorbed within the current Department budget, a
transfer from County reserves will be necessary.
BACKGROUND:
During the term of the contract, the County will be required to conduct previously-unscheduled special vacancy
elections and other special elections. A special election was called by the Governor to occur on May 19, 2015 for
California State Senate District 7. The vacancy is due to former State Senator Mark DeSaulnier being sworn into
Congress, leaving the Senate position vacant midway through the term. Since more than two candidates filed to run
for the Senate vacancy, a Primary Election will be held on Tuesday, March 17. If none of the candidates receive a
majority of votes in the March election, the top two candidates will face each other during a run-off General Election
on May 19, 2015. These elections were not budgeted nor were they anticipated in the service contracts that were
executed at the beginning of 2014. Consequently, it is necessary to increase the payment limit of the contract in
consideration for increased services. This is the first multi-year contract for these services with this vendor.

CONSEQUENCE OF NEGATIVE ACTION:
Should the Board elect not to approve the recommendation, the County will not be able to pay for printing services
incurred in conducting the state-mandated elections.
