ADOPT Position Adjustment Resolution No. 21625 to add one (1) permanent full-time Health Services Administrator
–Level C (VANH) ZB2-1723 ($6,131 - $7,470) and add one (1) permanent full-time Health Services Systems
Analyst I (LBWC) ZB5-1595 ($5,242 - $7,025) and delete two (2) vacant permanent full-time Public Health Program
Specialist I (VBSD) ZA5-1602 ($5,279 - $6,416) position #8879 and 11348 Org No. 5731 positions in the Health
Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual increased cost of $29,320.33, including pension cost of $7,080.76.
The increased cost will be 100% funded by County General Funds.
BACKGROUND:
The Behavioral Health Division of Health Services Department is requesting to add these two new positions to better
coordinate services and provide critical data on the Homeless population of Contra Costa County. The newly added

BACKGROUND: (CONT'D)
be able to more effectively manage the contracts and services being provided by the Contra Costa County
Homeless Program. The addition of the Health Services System Analyst I position will be able to analysis and
report the collection of data on the homelessness of Contra Costa County. The department believes these two
classifications will better fulfill the needs of the Behavioral Health Division’s Homeless Services Program than
the current Public Health Program Specialist positions. The Public Health Program Specialists positions have
been vacant since June of 2014 in addition two other Public Health Program Specialists have given their notice
which will leave two additional Public Health Program Specialist positions vacant.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Contra Costa County Homeless Program will not be adequately staffed and
services to Contra Costa County Homeless population will be impacted.
