(M347) 2/95 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA• Adopted this Order on November 4, 1986 , by the following vote: AYES: Supervisors Fanden, McPeak , Schroder , Torlakson , Powers . NOES: None . ; ABSENT: None . ABSTAIN: None. SUBJECT: In The Matter of Establishing A County Career Development 86/ 658 Employment Project Whereas the Board of Supervisors on May 13, 1986 recommended adoption in concept .of a County Career Development Employment Project and directed the County Administrator and Personnel Director to design an implementation program; and Whereas the staff of the Personnel Department working with representatives of several County departments has identified specific trainee level positions suitable for career development purposes; and Whereas the Board of Supervisors has established the position of Special Employment Programs Coordinator-Project and Mr. Lloyd Madden has been appointed to be responsible for development and coordination of the County Career Development Project and to facilitate the available training and employment opportunities for project participants utilizing vocational training and career counseling to maximize participant success: therefore Be It By The Board of Supervisors Resolved that the following provisions relative to operation of the County Career Development Employment Project are adopted effective December 5, 1986. i 1. Classification Career Development Worker Project (99X1) attached hereto as Exhibit A is established as a deep class under authority of Resolution 83/1 with compensation and terms and conditions of employment defined herein. 2. Salary Range Compensation for this deep class shall be set by the Board of Supervisors and reviewed periodically. Effective November 1, 1986, the salary schedule shall be T8-714 ($1000-1521) . Effective 1/1/87, the salary schedule shall be T8-739 ($1025-1559) . 3. Appointment The appointing authority may make an initial appointment at any step of the 18 step salary range. Appointment to any level shall be in consideration of qualifications of the person appointed, the nature and complexity of the work performed and training received and the relative salary differential with the merit system classification to which transition will be made. Anniversary date shall be set in accordance with Section 3.1 (b.2) of the Salary Regulations regardless of appointment step of the individual employee. 4. Positions A total of twenty-five (25) unfunded Career Development Worker-Project (full-time) positions are hereby classified in the County Personnel Department (035) . Positions will be transferred to individual County departments wishing to participate in the County Career Development Employment Program. Positions thus established will be funded by salary offset of a specific funded classified position or equivalent left vacant and retained for transition of a Career Development Worker-Project. RESOLUTION N0 . 86/658 5. Transition to Merit System Status Incumbents of Career Development Worker-Project positions may, upon successful development of job skills and competency necessary for entrance into specific merit system classifi- cations, be granted permanent classified status and seniority under authority of Section 1603.2 Transfer of Project Position of the Personnel Management Regulations. 6. Other Provision Except as may be changed or modified by Resolution hereafter , all provisions of the Salary Regulations are applicable to this deep class. 7. Project Service Area The County Career Development Employment Program is designated as a demonstration project for the period December 5, 1986 to June 30, 1988 and unless otherwise approved by separate Board action, is limited to residents of census tract 3650 (parchester and North Richmond). 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supe 7Yors on the date,shown.
