Amend Resolution 71/17 establishing positions and resolutions allocating classes to the

SUBJECT: P-300 - Create to Engineering Positions
The attached P-300 seeks to create two additional Engineering Technician-
Entry Level positions for the Public Work Department. Currently, the
Department has 44 filled permanent positions with no vacancies. We have
had discussions with Mr. John Gregory of the County Administrator' s Office
and he seems favorable to our request. He requested additional information
be provided. The attached chart indicates the distribution of Engineering
Technicians by division identifying their gender and ethnic origin.
The new positions would be assigned to the Design and the Road Maintenance
Divisions. The position in the Design Division is needed to meet the work
demands caused by the increased workload for the preparation of contract
plans and specifications for installation of infrastructure in newly created
drainage and road fee areas. Responsibilities will include minor
engineering calculations, preparation of cost estimates, sketches, minor
drafting , plotting of photography and cross sections , and . other
: miscellaneous duties associated with assisting an engineer. This position
will absorb most of the subprofessional tasks in the division and eliminate
the need to allocate an additional engineering position .to the division,
thereby providing overall cost savings. Funding of this position would be
provided by Road and Drainage funds allocated to the various projects being
designed.
The Road Maintenance Division position is needed for several ongoing
projects that require a continuity of work effort which the Department is
unable to provide at current staffing levels. Responsibilities of this
position include researching files; preparing and maintaining the history
and maintenance records for preparation and responses to complaints and
litigations; developing and maintaining a work history for the pavement
management system and litigation; investigation and preparation of response
to encroachment complaints; and , providing assistance to .construction
inspectors on maintenance related projects. In the past, these tasks have
been performed by Road Maintenance personnel assigned to limited duty.
During the past .several months, there have been no personnel on limited duty
and -a. tremendous backlog of work has resulted. Staffing by limited duty
assignment is unpredictable and sporadic. We , need continuity within the
Road Maintenance Department. especially in the area of litigation. This
position would be funded totally by gas tax revenue.
We just recently interviewed and filled two existing Engineering Technician-

Entry Level vacancies. A black male and a white female were appointed to
these positions. We would anticipate that with the creation of these new
positions we would be able to appoint at least one additional protected
representative.
