HomeMy WebLinkAboutMINUTES - 11041986 - 1.16 I �anp Q�V $OARD OF SUPERVISORS FROM: Mark Finucane, Health Services Director Contra October 15, 1986 n�^stn DATE: Costa `'"^' "1lCi SUBJECT: Appointment of the Agricultural Commissioner to the AB2185 Implementation Task Force SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Appoint the Agricultural Commissioner to the AB2185 Implementation Task Force chaired by the Health Services Director. This represen- tative would represent the agricultural community. FINANCIAL IMPACT: None. REASONS FOR THIS RECOMMENDATION: AB2185 was approved by the Governor and filed with the Secretary of State on September 28, 1985. AB2185 requires each County to designate an admi- nistering agency to implement the provisions of this new law. AB2187 was approved by the Governor and filed with the Secretary of State on July 23, 1986. AB2187 contains special provisions for a business operating a farm. On December 12, 1985, the Contra Costa County Board of Supervisors appointed the Department of Health Services as the administering agency and appointed an AB2185 Implementation Task Force chaired by the Director of Health Services and including representatives from the Health Services Department, Office of Emergency Services, Fire Districts, the Public Managers Association, and the County Administrator's Office. Representatives from the Mayor ' s Conference, the Industrial Association and the Council of Industries were added to the Task Force on Aug. 4, 1986. California Health and Safety Code, Division 20 Chapter 6.95, Section 25503.5 was modified by AB2187 to exempt a business operating a farm from filing certain information in the business plan if the handler provides the inventory to the agricultural commissioner each year and buildings in which hazardous materials are stored are posted with signs. Also, Section 25505.1 was added and provides that an administering agency may use County Agricultural Commissioners to distribute business plan forms to farmers. It is the desire of the Director of Health Services, the County Administrator, and the Board of Supervisors that the AB2185 Implementation Task Force coordinate closely with the agricultural community and the Agricultural Commissioner. This will be furthered by the appointment of the Agricultural Commissioner to the AB2185 Implementation ask Force.
