Julie Linford, founder of Outcast Cat Help, spoke on the groups efforts with stray and feral cats. Cats are
trapped, spayed/neutered, vaccinated, eartipped and returned to where they were trapped. 98 cats have been
managed with the return to field program. She requested assistance from the Board without having to wait for the
appointment of a new Animal Services director and would like the Board's support in locating funding;
Chair Gioia noted for the public that there are conflicts with the proposed program. There are concerns about the
effect of the cat population on birds, particularly from the Audubon Society. He said the issue would need careful
consideration.
Mr. Twa, County Administrator said the County expects to have a new Director appointed within 1-2 months.
Glenda Dugan, resident of Walnut Creek, relayed her experience with the animal care situation in the County.
Stefani Buzzard, President of No Kill Contra Costa County, said they have submitted several public records
request and expressed her gratitude to staff for all their help. She explained the five initiatives in the Million Cat
Challenge, which was accepted by Contra Costa Animal Services. To date, there is no action yet to participate in
the challenge. (handout attached).
