HomeMy WebLinkAboutMINUTES - 03032015 - C.64RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–106–17 with Adolescent Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed $358,838, to provide mental health services for Seriously Emotionally Disturbed (SED) dually-diagnosed adolescents at its Thunder Road Facility, for the period from July 1, 2014 through June 30, 2015. This Contract includes a six-month automatic extension through December 31, 2015, in an amount not to exceed $179,419. FISCAL IMPACT: This Contract is funded 50% by Federal Financial Participation and 50% by Realignment. (No rate increase) BACKGROUND: This Contract meets the social needs of County’s population by providing mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. BACKGROUND: (CONT'D) On September 24, 2013, the Board of Supervisors approved Novation Contract #74–106–16 with Adolescent Treatment Centers, Inc, for the period from July 1, 2013 through June 30, 2014, which included a six-month automatic extension through December 31, 2014, for the provision of day rehabilitation and mental health services for SED Dually-Diagnosed adolescents at its Thunder Road Facility. Approval of Novation Contract #74–106–17 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2015. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, SED dually-diagnosed adolescents’ access reduced to mental health services that are provided at Contractor’s Thunder Road Facility and may require higher and more costly levels of treatment. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
