HomeMy WebLinkAboutMINUTES - 02102015 - HA D.5RECOMMENDATIONS ADOPT Resolution No. 5186 electing to be subject to the Public Employees' Medical and Hospital Care Act and fixing the Employer's contribution at an amount equal to or greater than that prescribed by Government Code Section 22892(b). BACKGROUND CalPERS requires the attached resolution be completed before a new agency can participate in their health care plan. The resolution states that: any participating agency will contribute at least $122 per month toward each active employee's health care costs (HACCC contributes $345 for single, $679 for dual and $980 for family coverage); an agency considering changes in retirement benefits or other post-employment benefits must procure an actuary to provide a statement of the actuarial impact upon future annual costs (HACCC is not changing retirement or other post-employment benefits); a participating agency must be an "agency or instrumentality of the state or political subdivision of a State" that is eligible under the Internal Revenue Code of participating in CalPERS health plan (CalPERS has already performed this analysis and HACCC is eligible); and, the Board of Commissioners appoints and directs the Executive Director to file a verified copy of this resolution with the Public Employment Retirement System's board. If approved by the Board, HACCC will join the CalPERS health plan effective April 1, 2015. Based on current participation rates, HACCC may realize a small savings in monthly costs. CONSEQUENCE OF NEGATIVE ACTION Should the Board of Commissioners elect not to adopt Resolution No. 5186, the Housing Authority employees would continue to pay excessively high medical premiums for needed coverage.
