HomeMy WebLinkAboutMINUTES - 10281986 - X.11 X. 11 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 28 , 1986 , by the following vote: AYES: Supervisors Falden, Schroder, McPeak, Torlakson and Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Toxics in Water Wells , GBF/Antioch Landfill Site Supervisor Torlakson commented that at his request Dr. Wendell Brunner and Mr. Dan Bergman from the County Health Department were present to report on the recommended approach to the report of the Central Valley Regional Water Quality Control Board indicating that tests performed at the GBF Antioch Landfill Site have shown that there is migration of various toxics in the groundwater, in the acquifer underlying that site. Supervisor Torlakson further commented that he was con- cerned that the Central Valley Regional Water Quality Control Board had not reported to this Board of Supervisors nor to the County Health Department with respect to its concerns, testing procedures and whether the wells in the area were being used for domestic water. He suggested that perhaps the Regional Water Quality Control Board be invited to appear to brief the Board with respect to the problems at the GBF site. Dr. Wendell Brunner advised that the Water Quality Control Board had required that monitoring wells be placed around the GBF site and that these wells were deep enough to reach an acquifer pre- viously not reached and in the samples they identified a variety of organic, toxic constituents. He advised that in going through the Department' s permitting records , they have not been able to identify any permitted well within one and one half to two miles of the site, but stated that the Health Department would like to be informed if there are any wells closer to the site. He stated that his Department had been in contact with the Regional Water Quality Control Board and they understand that it' s probably appropriate to move to identify the extent of groundwater contamination in that area and would be moving in that direction. Dan Bergman commented briefly that there are four sites, all adjacent to each other and that one site is still active and receiving Class II materials, not hazardous waste. The other sites were closed in 1974 and filled over a period of four years under the auspices of the State Health and Regional Board and then clay capped. He stated that apparently the caps, while preventing off- gassing have not prevented the migration of toxics in the lechate and there is a need for identification. Board members discussed the situation and possible actions that might be taken, including developing better communication with the Central Valley Regional Water Quality Control Board. As recommended by Supervisor Torlakson, the Board hereby takes the following actions: 1. Expresses its serious concerns regarding lack of com- munication by the Central Valley Regional Water Quality Control staff with Contra Costa County, particularly with the County' s Health Department staff. Directs that a letter be sent to the Regional Water Quality Control Board and to the State Department of Health expressing this Board' s concerns. 1 2 . Requests the County Health Department to contact the Regional Water Quality Control Board. and obtain information for a report to the Board of Supervisors regarding: A. Further testing as soon as, Ipossible to determine the extent of containment migration .in the ;acquifer. B. Determination of an action plan to stop the contamination. The Health :Department . staff should prepare this report soon and make a presentation toa' the Board. The Regional Water Quality Control Board staff should' be invited to attend when this matter is presented to the Board of Supervisors. 3 . The County Health; Department and Public Health Officer are directed to further review use of wells in the area and let the public know that the County will provide testing services for any wells in the vicinity which the County is not aware of at this time.
