HomeMy WebLinkAboutMINUTES - 02032015 - C.62RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74-058-20 with Seneca Family of Agencies, a non-profit corporation, in an amount not to exceed $7,661,820, to provide mobile crisis response and school- and community-based children’s specialty mental health services for the period from July 1, 2014 through June 30, 2015. This Contract includes a six-month automatic extension through December 31, 2015, in an amount not to exceed $3,830,910. FISCAL IMPACT: This Contract is funded 42% by Federal Financial Participation, 41% Mental Health Realignment, 13% Mt. Diablo Unified School District, 4% Mental Health Services Act. (No rate increase) BACKGROUND: On December 10, 2013, the Board of Supervisors approved Novation Contract #74-058-19 with Seneca Family of Agencies for the provision of mobile crisis response and children’s specialty mental health services, for the period July 1, 2013 through June 30, 2014, which included a six-month automatic extension through December 31, 2014. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, SED children throughout the County will not have access to Contractor’s mobile crisis, and school- and community-based mental health services possibly resulting in the need for higher levels of care. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
