HomeMy WebLinkAboutMINUTES - 10281986 - 2.2 2-00 TO: BOARD OF SUPERVISORS FROM: SOLID WASTE COMMISSION DATE: October 1 , 1986 SUBJECT: CONTROL OF SOLID WASTESTREAM Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDED ACTION DELAY action in introducing legislation concerning control of the solid wastestream until additional input from the Solid Waste Commission is submitted. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND At the September 9, 1986 meeting of the Board of Supervisors, the Board directed the County Administrator to work with the County lobbyist to seek legislation to control the solid wastestream via the County Solid Waste Management Plan. The Board also requested coordination and input from the Solid Waste Commission. At the October 1, 1986 meeting of the Solid Waste Commission, the Commis- sion discussed the Board' s action. The legislation being proposed by the Board would require local agencies to first obtain control of their own wastestream by renegotiating existing franchise agreements. Secondly, each agency would have to agree to cooperatively control the wastestream via the County Solid Waste Management Plan. The Commission noted that various agencies have different perspectives about renegotiating existing franchise agreements. The Commission also noted that the Central Contra Costa Sanitary District has recently completed extensive negotiations revising its franchise agreements and one of the points of contention was control of the solid wastestream. The end result of these extensive negotiations was that the Central Contra Costa Sanitary District did not obtain full control of the wastestream. The only jurisdiction with full control of the wastestream is the City of E1 Cerrito. Representatives of the private-sector solid waste industry expressed concern about the proposed legislation because such a law may make it difficult to commit wastes to specific facilities, w- ich ' s necessary in order to obtain financing. At the November 5 meeting, the Commission will prepare a recommendation to the Board of Supervisors.
