SUBJECT: ADDITIONAL HOUSING AT CLAYTON REHABILITATION CENTER

Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDATION
Reaffirm the emergency declared by Board Action on March 11, 1986, and expand
the amount of new housing to be provided thereunder, at the Clayton
Rehabilitation Center, as required to relieve the severe overcrowding at the
Martinez Detention Facility.
II. FINANCIAL IMPACT
Construction of additional new housing is. funded.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The Board on March 11, 1986 made findings declaring an emergency and
authorized Director of General Services to proceed with construction of new
housing for approximately 60 inmates at the Clayton Rehabilitation Center.
B. The emergency is created by the increased overcrowding of inmates in the
Martinez Detention Facility and the need to transfer greater numbers of
inmates to Clayton.
C. To protect the health and welfare of staff and inmates, actions are
required immediately to decrease the overcrowding at the Martinez facility.
The Sheriff-Coroner recommends that the Board reaffirm and expand the
housing to be provided under the emergency declared on March 11, 1986, and
that additional new buildings be constructed at Clayton to house inmates of
non-violent misdemeanor/light felony classifications to relieve the
overcrowding, thus leaving the secure beds at the Martinez Detention
Facility for those requiring greater security.
D. The population in the Detention Facility has continued to rise. In
September, the population averaged 615, in a structure designed to
accommodate 386. Such overcrowding increases danger to the staff and
inmates, therefore it is essential to take immediate action to decrease the
population and reduce the potential for such dangers.
E. The normal design, bid, construction process for work of this nature is
estimated to require ten to twelve months. The Sheriff-Coroner considers
such delay unacceptable. It is possible to bypass the normal procedures
for bidding the project and accomplish the additional housing project in
less time through the provisions of Section 20134 of the Public Contract
Code when the appropriate findings of an emergency are made by the Board..
