Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#24-942-18 with Victor Kogler, a self-employed individual, in an amount not to exceed $125,938, to provide
consultation, technical assistance and operational support to the Behavioral Health Services Division/Alcohol and
Other Drugs Services (AODS) with regard to the Division’s System of Care, for the period from January 1, 2015
through December 31, 2015.
FISCAL IMPACT:
This Contract is funded 10% by Federal Prevention Set-Aside, 60% Federal Substance Abuse Prevention Treatment
Discretionary/Realignment, 30% State Realignment Funds. (No rate increase).
BACKGROUND:
On January 14, 2014, the Board of Supervisors approved Contract #24-942-17 with Victor Kogler for the provision
of consultation and technical assistance to the Department with regard to the System of Care including, but not
limited to, reviewing and making recommendations with regard to client services and levels of care, collecting and
analyzing data for the client satisfaction

BACKGROUND: (CONT'D)
surveys and providing written recommendations to the Behavioral Health Services/AODS Director, for the period
from January 1, 2014 through December 31, 2014.
Approval of Contract #24-942-18 will allow the Contractor to continue providing services through December 31,
2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Behavioral Health Services Division/AODS will not receive consultation, technical
assistance and operational support to the Division’s System of Care from this Contractor.
