SUBJECT: INTENT TO LEASE COUNTY-OWNED REAL PROPERTY - 100 GLACIER DRIVE, MARTINEZ
Specific Request(s) or Recommendation(s) & Background & Justification
I. Recommended Action:
1. DETERMINE that the property at 100 Glacier Drive, Martinez, is not required
for public use at this time.
2. DECLARE the intention to lease said property at public auction under the
terms and conditions of the Lease prepared by the General ,Services
Department.
3. APPROVE the attached "Notice of Intention to Lease Real Property" and DIRECT
the Clerk of the Board to post said Notice in three public places for five
days prior to the date set for public auction.
4. SET November 5, 1986, at 10.00 a.m. , at 1220 Morello Avenue, Suite 100,
Martinez, California, as the time and place where sealed bids will be
received and opened and oral bids considered.
II. Financial Impact: Monthly revenues from this lease do not commence until an
addition to the building is completed which is estimated to be approximately
July 1, 1987. Those revenues will be credited to the Social Service Department
budget and offset the entire monthly rent due to the Retirement Board by the
County for the property. The current revenues from the lease with Health Care
Delivery Services, Inc. will continue as budgeted until this lease commences.
III. Reasons for Recommendations/Background: This lease provides for the Lessee to
construct an addition to the existing building which will accommodate 25 more
beds needed by this County for placement of children a residential facility.

IV. Background: The above actions are authorized under Government Code Section 25363.
Approval for the building addition was given by the Retirement Board on August 12, 1986
as required under the terms of the master lease for the property between the County and
the Retirement Board.
V. Consequences of Negative Action: Should the recommended action not be taken, the
additional beds will not be available to meet the severe needs of the Social Service
Department for placement of children needing short term care.

NOTICE OF INTENTION TO LEASE REAL PROPERTY
'`y' On October 28, 3986, the Board of Supervisors of Contra Costa Count
determined that the property known as 100 Glacier Drive, Martinez, is
not required for public use at this time and declared its intention to
lease the property under the terms and conditions of the lease. The use
of the property must be for a children's residential program with the
requirement that a 25-bed addition be constructed to the existing
building. The General Services Department, Lease Management Division,
will receive bids at a public auction for the County to lease to the
highest responsible bidder, property hereinafter described:
100 Glacier Drive, Martinez
The auction will be held at 1220 Morello Avenue, Suite 100, Martinez,
California, on November 5, 1986, at 10:00 a.m.
A bid Package containing the Terms and Conditions of Lease is available
at the office of the Lease Management Division at 1220 Morello Avenue,
Suite 100, Martinez 94553, or may be requested by phone by calling Pat
Dreyer at 372-4616. The property will be leased as is.
The County's Board of Supervisors reserves the right to reject any and
all bids received.
