APPROVE AND AUTHORIZE the extension of County retiree Pamela Dodson, RN Advanced Level as a temporary
County employee on a part time basis for an additional 6 months through December 31, 2014 through June 30, 2015,
as recommended by the Health Services Department Director.
FISCAL IMPACT:
If the request s granted, there will continue to be salary and employment tax payment for the requested 6 month
extension of $26,329. FY 2014-2015 are partially offset by saving due to the vacancy of the permanent position
which was not filled until late September 2014.
BACKGROUND:
On December 3, 2013, the Board of Supervisors approved SD.6 to authorize the hiring of County retiree Pamela
Dodson, RN Advanced Level as a temporary County employee on a part time basis for the period December 4, 2013
through December 31. 2014.
Ms. Dodson retired on October 31, 2013 and is beyond the

BACKGROUND: (CONT'D)
180 ay "sit-out" period required in the Public Employee Pension Reform Act of 2013. At that time there was no other
current EMS employee that was able to provide the specialize skill and program support required of Ms. Dodson's
position. Ms. Dodson was subsequently approved by the Board of Supervisors as a retired annuitant on December 4,
2013 to support a number of high profile community outreach, dispatch and essential EMS programs which directly
contribute to patient survival from cardiac arrest.
Recruitment of new staff took one year and there has not been sufficient time to transition the community outreach
program responsibilities. In addition delays in new staff training have occurred due to unanticipated Ebola
preparedness activities that had to be supported throughout the EMS System. Therefore the EMS agency is requesting
an additional 6 months to transition the following essential programs:
• Sudden Cardiac Arrest (SCA) System of Care – Ms. Dodson continues to support the SCA system of care. SCA
System of Care focuses attention on High Performance Resuscitation with our EMS responders to continue to
improve countywide survival rates.
• HeartSafe Communities: Ms. Dodson is the sole EMS staff supporting the sustainability of the HeartSafe
Community Programs. The HeartSafe Community program is a County-wide initiative working to make each
community a Heartsafe place to work, live, visit and play. There are ten communities in the County designated as
HeartSafe Communities and eight additional communities are seeking HeartSafe designation. The goal for 2015 is to
have all communities in Contra Costa designated as HeartSafe Communities.
• County Public Access AED Program: Ms. Dodson is the sole program staff responsible for the oversight of the
county-wide public access AED program. She assures that all AEDs in the county are properly registered and
integrated into our emergency medical dispatch system.
• Atrus AED Link – Ms. Dodson is working to make all AEDs in Contra Costa County public AED and to identify
AED Responders for each of the AEDs. The Atrus AED Link software is implemented in Contra Costa County Fire
Communication Center and the San Ramon Valley Fire Communications. When a 9-1-1 call is identified as a
possible sudden cardiac arrest, as the fire and ambulance response is dispatched, the AED Link software looks for
AEDs within 1,200 feet of the address of the event. If an AED(s) is found AED Link notifies the AED Responder
affiliated with that/those AEDs and requests that they bring their AED to the potential SCA victim. The time to first
shock is the one major factor in determining survival. Having the AED arrive sooner will save lives. The goal for
2015 is to implement the AED Link software in the Richmond Police/Fire Communication Center, to identify AEDs
that are not registered, and to make as many AEDs as possible public with responders.
• PulsePoint – The PulsePoint app looks for CPR trained individuals that are within 1,000 feet of a potential victim
of sudden cardiac arrest and asks them to respond to provide CPR while our EMS resources are enroute. PulsePoint is
in place in the Contra Costa County Fire and San Ramon Valley Fire Communication Centers. The program goal for
2015 is to put PulsePoint in place in the Richmond Police/Fire Communication Center and to market the app to our
communities – adding responders.
• Hands/Only CPR Community Program and CPR for Schools: Ms. Dodson serves as the sole EMS staff supporting
coordination and implementation of CPR community programs and CPR for Schools.
• SHGP Grant Management: FY 2014-15 SHGP grant of $ 53,000 for law enforcement AED defibrillator programs
and FY 2013-14 SHGP grant of $50,000 for CPR Anytime training over 3000 school age children a year. Grant
management would be jeopardized with Ms. Dodson s departure.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to receive Board approval would result in high profile community programs being suspended indefinitely until
other staff members could take over those responsibilities.
CHILDREN'S IMPACT STATEMENT:
CPR in schools program sustainability and funding would be jeopardized.
