APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
amendment with Chabot - Las Positas Community College District to increase the payment limit by $45,000 for a
total payment limit of $235,000, to procure KeyTrain & WorkKeys licenses and increased assessment proctoring
services to job seekers, and to provide training and technical assistance to staff, with no change to the contract term of
July 1, 2014 through June 30, 2015.
FISCAL IMPACT:
$235,000; 100% Federal - $190,000 Workforce Investment Act (WIA) Funds; $45,000 Trade Act Assistance
Community College Career Training grant (TAACCCT).
BACKGROUND:
Contra Costa County is contracting with Chabot – Las Positas Community College District to provide assessment
proctoring services to job seekers, training and technical assistance to both the Workforce Development Board of
Contra Costa County staff and EASTBAY Works One-Stop Career Centers (One-Stop) staff to support the use of
KeyTrain®, WorkKeys®, and

BACKGROUND: (CONT'D)
related career assessments tools at the County One Stops. Chabot - Las Positas Community College District has
already met and exceeded the contract goals for skills assessment established in the original contract. Because of this
contractor’s record and knowledge of assessments, in particular KeyTrain & WorkKeys, additional funding in the
amount of $45,000 was received from the Contra Costa Community College District under the Trade Act Assistance
Community College Career Training grant (TAACCCT) to procure KeyTrain & WorkKeys licenses and provide
technical assistance to other Workforce Investment Boards and Community Colleges included in this grant which the
Workforce Development Board of Contra Costa County is a participant. The additional funds will cover the cost of
these licenses and the necessary staff time to provide technical assistance to all new users. The funding for this
contract breaks down as follows: $9,720 WIA Adult, $6,480 WIA Dislocated Worker, $173,800 Workforce
Investment Act Funds, and $45,000 TAACCCT funds. (#18-252-6)
CONSEQUENCE OF NEGATIVE ACTION:
Job seekers will have virtually no access to essential assessment services critical to competing for jobs in the current
labor market.
CHILDREN'S IMPACT STATEMENT:
This Contract will support two of the five community outcomes established in the Children’s Report Card, 3)
“Families that are Economically Self Sufficient” and 4) “Families that are Safe, Stable and Nurturing” by upgrading
job skills and providing opportunity for employment to move toward self sufficiency.
