HomeMy WebLinkAboutMINUTES - 12162014 - C.91RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Sheriff-Coroner, a purchase order with Lynch Diversified Vehicles (LDV) in an amount not to exceed $1,021,000 for the purchase of a Mobile Command Vehicle for the Office of the Sheriff Emergency Services Division (0362). FISCAL IMPACT: $1,021,000. Budgeted FY14/15. 100% funded by UASI and SHSG grants awarded to the Office of the Sheriff. No change in Net County cost. BACKGROUND: The Office of the Sheriff, Contra Costa County is responsible for public safety within the county spanning 750 square miles. In an effort to maintain a safe and peaceful environment for its residents, the Office of the Sheriff utilizes a 1990’s Mobile Command Vehicle to manage critical events. The current Mobile Command Vehicle is outdated, no longer meets the industry standard for communications, video downlink/recording, or mutual aid operations. The Office of the Sheriff has been awarded grant funds specifically for the purchase of a state-of-the-art Mobile Command Vehicle and we have completed an RFP process to purchase an outfitted 40’ Class B platform that will perform a variety of command and communication roles during critical incidents. The new MCV will be an operational asset available for critical incidents throughout the county. The vehicle will allow for inter-operable communications during emergency response/management of critical incidents, disasters, acts of terrorism and the like. It will include state-of-the-art satellite and video and alternate communications as well as large meeting rooms and a restroom. CONSEQUENCE OF NEGATIVE ACTION: The Sheriff's Office will not have authorization to procure the Mobile Command Vehicle and may risk forfeiting the State grant funding. CHILDREN'S IMPACT STATEMENT: No impact.
