Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Agreement
#28-700-20 (State #14-10498) with the California Department of Public Health, in an amount payable to the County
not to exceed $4,148,484, for the Public Health Emergency Preparedness, Hospital Preparedness Program (HPP) &
Comprehensive Program, for the period from July 1, 2014 through June 30, 2017.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $4,148,484 of funding from the California
Department of Public Health for the Public Health Emergency Preparedness, Hospital Preparedness Program &
Comprehensive Program though June 30, 2017. No County funds required.
BACKGROUND:
The California Department of Public Health has agreed to fund multiple Public Health Emergency Preparedness
activities including, but not limited to, the Centers for Disease Control (CDC) preparedness activities, the Cities
Readiness Initiative (CRI) activities, State General Fund Pandemic Influenza preparedness and Hospital

BACKGROUND: (CONT'D)
Emergency Preparedness Program activities, for the County's Public Health Emergency Preparedness Response
Program. Contra Costa Health Services (CCHS) will utilize these fun to respond to any disease outbreaks, including
Pandemic Influenza (Pan Flu) in Contra Costa County.
On August 13, 2013, the Board of Supervisors approved Agreement #28-700-18 (as amended by Amendment
Agreement #28-700-19) with the California Department of Public Health for the provision of maintaining County's
Public Health Emergency Preparedness Response Program for the period from July 1, 2013 through June 30, 2014.
Approval of this Agreement #28-70-20 will allow County to receive funding for continuation of the Public Health
Emergency Response Program through June 30, 2017, including agreeing to indemnify and hold harmless the State
for claims arising out of County's performance under this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, County will not be able to continue to develop and test all hazardous health
emergency preparedness activities and hospital preparedness in response to any disease outbreaks in Contra Costa
County.
