APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a
Memorandum of Understanding with WestEd to conduct an in-classroom educational app study with the term
December 9, 2014 through December 31, 2104 including acceptance of $250 stipend from West Ed to purchase
educational materials.
FISCAL IMPACT:
No County match.
Stipend to be provided to County from Institute for Education Services via WestEd
BACKGROUND:
The County and WestEd have routinely entered into agreements to have studies conducted in classrooms operated by
Employment & Human Services Department, Community Services Bureau. This Memorandum of Understanding
(MOU) is to establish the protocol for a Kiko Labs Classroom Feasibility Study which is funded by the Institute for
Education Sciences. The study will involve WestEd researchers observing pre-school students as they use the
"Thinking Time" i-pad app in the classroom over a 1 - 2 day period. Pre and post interviews will be conducted with
classroom teachers. WestEd will provide a $250 stipend to the County for the purpose of purchasing educational
materials for use in the classroom wherein the study is conducted.

If not approved, County department will not participate in feasibility study.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
