HomeMy WebLinkAboutMINUTES - 12162014 - C.41RECOMMENDATION(S): ADOPT Resolution No. 2014/464 retroactively authorizing payment of Emergency Room pay for specified doctors performing Hospitalist/Critical Care duties for the period of July 1, 2014 through December 31, 2014. FISCAL IMPACT: The Hospitalist model is intended to be cost neutral by achieving operational efficiencies with 24 hour in-house coverage offset by elimination of on-call payments. BACKGROUND: In July, 2014 the Health Services Department implemented a Hospitalist/Critical Care program and began assigning doctors to the program. Although these doctors were working as hospitalists, they were paid Emergency Room Pay differentials defined in section 6.9 of the County of Contra Costa and the Physicians' and Dentists' Organization of Contra Costa (PDOCC) memorandum of understanding. Section 6.9 states: 6.9 Emergency Room Pay. A physician working in the Emergency Room will be paid the following differentials in addition to his/her regular base pay: Monday – Thursday 7:00 a.m. - 11:00 p.m. $14 per hour Friday 7:00 a.m. - 7:00 p.m. $14 per hour Monday – Thursday 11:00 p.m. - 7:00 a.m. $42 per hour Fri., Sat., Sun. 7:00 p.m. - 7:00 a.m. $56 per hour Saturday, Sunday 7:00 a.m. - 7:00 p.m. $28 per hour APPROVE OTHER RECOMMENDATION OF CNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE Action of Board On: 12/16/2014 APPROVED AS RECOMMENDED OTHER Clerks Notes: VOTE OF SUPERVISORS AYE:John Gioia, District I Supervisor Candace Andersen, District II Supervisor Mary N. New Year’s Eve and Christmas Eve will be paid as week-ends, beginning at 7:00 p.m. A physician working in the Emergency Room in addition to his/her regular basic schedule, will be paid at the hourly equivalent of his/her base pay plus the appropriate differential. The County is currently negotiating with PDOCC to settle a grievance related to the Hospitalist/Critical Care program. In the meantime, the Health Services Director requests that the Board of Supervisors retroactively authorize Emergency Room pay for the doctors assigned to the Hospitalist program from July 1, 2014 though December 31, 2014. CONSEQUENCE OF NEGATIVE ACTION: Doctors currently performing Hospitalist/critical care duties will not be paid emergency room pay for their time worked. CHILDREN'S IMPACT STATEMENT: Not applicable.
