ADOPT Position Adjustment Resolution No. 21551 to increase the hours of one (1) part-time (20/40) Library
Literacy Assistant (3KVC) (represented) vacant position No. 6228 to part-time (32/40) at salary plan and grade
QXX-1030 ($2,988-$3,816) in the Library Department under Project Second Chance.
FISCAL IMPACT:
Upon approval this action will result in an annual cost of $20,558. This position is funded with State Library Grant
(31%) and Library funds (69%). No impact to the County General Fund.
BACKGROUND:
In 2013, the Library conducted comprehensive community outreach to all areas of the County and received valuable
comments. In response to that outreach, the Library evaluated its staffing to make smart changes that enhance the
functionality and service of the Library to its communities. One of the results of that review was to make better use of
technology to deliver literacy instruction. While one-on-one tutoring remains the heart of Project Second Chance’s
(PSC) instruction model, the Library would like to upgrade and expand its electronic literacy tools to deliver
instruction that is modern, effective, relevant to students' lives and that can also be made accessible to students who
are unable to receive one-on-one tutoring.
Currently PSC staffing levels do not provide the capacity to evaluate emerging and assistive technology, update the
PSC database of online literacy sites/tools, analyze and prioritize software license purchases and analyze

BACKGROUND: (CONT'D)
and prioritize hardware purchases. Adding twelve (12) hours a week to the Library Literacy Assistant position
will provide the hours necessary to accomplish the required technology assessments and upgrades. As a result,
PSC will help more students improve their lives through employment or improved placement jobs by helping
them achieve such goals as passing the GED exam and filling out an on-line job application.
CONSEQUENCE OF NEGATIVE ACTION:
If the increase in hours is not approved the Library will be under-serving a community in need.
