ADOPT Resolution No. 2014/460 providing a five percent (5%) salary increase for certain specified represented and
unrepresented classifications within the Assessor's Office effective January 1, 2015.
FISCAL IMPACT:
The cost of the five percent wage increase is estimated at a County FY 2014/15 cost of $146,500. The annual cost is
approximately $293,000; approximately $97,000 of this amount is the cost of benefits associated with this increase.
BACKGROUND:
On July 14, 2014, due to significant issues with recruitment and retention and as part of the negotiation for the
current memorandum of understanding with AFSCME, Local 512, the County agreed to perform a pay study for each
of the following classifications:
Associate Appraiser (DATA)
Assistant Appraiser (DAVA)
Junior Appraiser (DAWA)
The County and Union agree to meet and confer regarding the results of the pay study. The side letter is attached for
reference. On December 3, 2014, the County and AFSCME, Local 512 met and conferred regarding the pay study
and agreed that effective January 1, 2015, the salary for each of the classifications listed above would be increased by
five percent (agreement is attached).

In order to mitigate compaction issues, at the conclusion of the meeting, County Labor staff contacted IFPTE,
Local 21 and Local One to negotiate a similar agreement regarding associated appraiser series classifications.
Agreements with both of these unions were successful and are attached. For the same reasons, the County
Administrator is also recommending that the salary for the unrepresented Assistant County Assessor-Exempt be
increased by as well. The complete list of classifications and union designation recommended for the five percent
wage increase effective January 1, 2015 is:

CONSEQUENCE OF NEGATIVE ACTION:
The Office of the Assessor will continue to experience recruitment and retention issues that affect the departments
ability to properly assess County's properties.
