APPROVE Appropriation Adjustment No. 5022 authorizing the transfer of appropriations in the amount of $34,000
from the Office of the Sheriff Emergency Services Division (0362) to the Patrol Division (0255) for the annual
vehicle costs associated with the Watch Commander program.
FISCAL IMPACT:
This action will increase appropriations in the Patrol Division (0255) and decrease appropriations in the Emergency
Services Division (0362). There is no change in Net County cost.
BACKGROUND:
The Office of the Sheriff Watch Commander program exists to ensure unity of command and managerial oversight 24
hours a day. Watch Commanders are safety/sworn employees at the rank of Lieutenant or higher, and typically work
modified shift schedules and non-business hours when Station House Commanders, Contract City Chiefs, and other
administrative personnel are unavailable. Watch Commanders respond to critical incidents, major crimes, and other
significant events; they provide direction at the command level as needed and assist in managing personnel, scenes,

those more complex incidents requiring additional resources and layered responses.
The Watch Commander is also the in-field, law enforcement liaison to the County’s Emergency Operations Center
(EOC). The Watch Commander will respond to any significant hazardous
materials incident, disaster, or other significant event within our jurisdiction which may require the activation of
the Emergency Operations Center or notification of the Office of Emergency Services Alert Duty Officer.
Depending on the incident, the Watch Commander may be relieved of responsibility once the Facility/Station
House Commander arrives on the scene. The Watch Commander will act as the on-scene Incident Commander,
coordinating efforts and resources through the Office of the Sheriff Command Post and the Office of the Sheriff
Operations Center, until relieved by the appropriate Facility/Station Commander.
The Watch Commander will ensure all Office of the Sheriff rules, regulations, policies, and procedures are
followed. He or she may also act as the media liaison in the event contact with the media occurs.
The transfer of appropriations from Emergency Services to Patrol will cover the annual vehicle costs for the
Watch Commander program.
CONSEQUENCE OF NEGATIVE ACTION:
Expenditure appropriations related to the Watch Commander program will not be correctly reflected in the
Sheriff's Office budget.
