HomeMy WebLinkAboutMINUTES - 12162014 - C.08RECOMMENDATION(S): ADOPT Resolution No. 2014/459 approving an application to the California Department of Water Resources (DWR) to obtain Urban Streams Restoration Program grant funds under the Safe Drinking Water, Clean Water, Watershed Protection, and Flood Protection Act of 2000 (Proposition 13) and the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84), Brentwood area. (49.5% California Department of Water Resources Proposition 13 and 84 Funds, 49.5% developer funds, and 1% Flood Control and Water Conservation District Funds) FISCAL IMPACT: The total project amount is estimated at $2,025,000. The DWR grant amount is for $1,000,000, and the adjacent developer, Integral Communities, is providing $1,000,000 match. Contra Costa County Flood Control and Water Conservation District (FC District) will provide staff time of up to $25,000 of Flood Control Zone 1 funds in contribution toward the grant. BACKGROUND: The state’s Propositions 13 and 84, upon passage by the voters in 2000 and 2006, created a grant program with an emphasis on flood management and creek restoration. Project #7521-6D8179 BACKGROUND: (CONT'D) fund projects that incorporate natural processes into flood risk reduction. The Friends of Marsh Creek Watershed and American Rivers are ready to move forward with a project to widen the flood control channel and enhance habitat values at this reach of Marsh Creek. This project began over 10 years ago. The recent agreement with the developer, Integral Communities, of the Confluence Parkway site in Brentwood to provide matching funds, as well as the City’s conditions of approval, have allowed this project to move forward. The primary partners in this project are the City of Brentwood, Integral Communities, American Rivers, Friends of Marsh Creek Watershed, and the FC District. The FC District and its partners vision is closely aligned with that of the state’s grant program. The project is envisioned to widen the east side of Marsh Creek by 35 to 65 feet and install new riparian vegetation along 1200 linear feet from the Union Pacific Railroad to the confluence with Sand Creek. Current flood protection standards will be met to bring the old 1960’s channel design up-to-date. In addition, the new development will provide a 3.25 acre linear park adjacent to the widened Marsh Creek that will incorporate East Bay Regional Park District’s Marsh Creek Regional Trail. The FC District owns and manages Marsh Creek, which was channelized by the Soils Conservation Service in the 1960s. American Rivers will serve as the project and fiscal lead, and the FC District will be the public agency cosponsor, as required by the grant. Staff recommends that the Board authorize the FC District to be a cosponsor of the state’s Urban Streams Restoration Program grant for the Marsh Creek Enhancements at the Confluence Parkway Development site. CONSEQUENCE OF NEGATIVE ACTION: Without the Board of Supervisors’ approval, the FC District will not be able to apply to the State for the Urban Streams Restoration Program grant and the project could not move forward.
