ADOPT Resolution No. 2014/457 approving the application to the California Department of Water Resources to
obtain Urban Streams Restoration Program grant funds under the Safe Drinking Water, Clean Water, Watershed
Protection, and Flood Protection Act of 2000 (Proposition 13) and the Safe Drinking Water, Water Quality and
Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84), Martinez/Pacheco area.
(56% California Department of Water Resources Proposition 13 and 84 Funds and 44% Flood Control and Water
Conservation District Funds)
FISCAL IMPACT:
The Contra Costa County Flood Control and Water Conservation District (FC District) would provide 44% matching
funding for the project (not to exceed $700,000) in Flood Control Zone 3B funds.
BACKGROUND:
The state’s Propositions 13 and 84, upon passage by the voters in 2000 and 2006, created a grant program with an
emphasis on flood management and creek restoration. The state’s current grant opportunity is for their Urban
Streams Restoration, which helps fund projects that incorporate natural processes into flood risk reduction. This
appears to be a good opportunity to leverage the FC District’s already planned expenditures for the Lower Walnut
Creek

BACKGROUND: (CONT'D)
Restoration Project and can help fund an expanded project.
The FC District owns and manages both Walnut Creek and Pacheco Creek, which were channelized by the Corps
of Engineers in the 1960s. At the FC District’s request, Congress recently removed four miles of these creeks
from the Corps’ system and returned them to local control. The FC District is embarking on a community-based
planning process that seeks to work more with nature to transform Lower Walnut Creek into a more sustainable
system.
The FC District’s vision is closely aligned with that of the state’s grant program.
The Walnut Creek Watershed Council is active on regional planning issues in the Walnut Creek watershed, which
includes Lower Walnut Creek. The Council is supportive of the FC District’s planning efforts and has agreed to
serve as the required cosponsor of the state’s Urban Streams Restoration grant.
CONSEQUENCE OF NEGATIVE ACTION:
Without the Board of Supervisors’ approval, the FC District will not be able to apply to the state for the Urban
Streams Restoration grant program.
