APPROVE the Countywide Overlay Project (Project) and AUTHORIZE the Public Works Director, or designee, to
advertise the project, Byron and Pleasant Hill areas. [County Project No. 0662-6R4073, DCD-CP#14-33] (District III,
IV).
DETERMINE the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption,
pursuant to Article 19, Section 15301c of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
57% Federal Funds and 43% Local Road Funds.

Subject:APPROVE the Countywide Overlay Project and advertise the project, Byron and Pleasant Hill areas.
BACKGROUND:
The purpose of the project is to provide pavement rehabilitation to three arterial roadway segments within Contra
Costa County. The pavement rehabilitation selected for each roadway is listed below:
Road: Vasco Road
Rehabilitation Method: 2” grind and 2” overlay (inlay)
Length: 17,500 feet
Road: Pleasant Hill Road (northbound only)
Rehabilitation Method: 2.25” grind and 2.25” overlay (inlay)
Length: 2,800 feet
Road: Byron Highway
Rehabilitation Method: 4” cold-in-place recycle with 1.5” overlay
Length: 4,800 feet
The project will grind the existing roadways from edge of pavement to edge of pavement. The project does not
include any pavement widening and all pavement rehabilitation work will be contained within the existing road
pavement. The project will include base and pavement failure repairs in some locations requiring excavation of the
existing road pavement to the bottom of the existing base layer. The excavations will not exceed the bottom of the
existing roadway base section, and therefore native soil will not be disturbed. The project may also include fog
seal of existing pavement, installation of pavement reinforcement fabric, removal and replacement of AC dike,
existing traffic loops, existing striping and pavement markings; and adjustment of existing utilities to grade. For
inlays, the new pavement surface elevations will match the existing roadway surface elevations. Where feasible,
the project may also include upgrading/installing curb ramps to meet ADA standards.
To reduce the likelihood of disturbance to natural areas and resources, the contractor will be restricted to staging in
areas of concrete, asphalt, or gravel, or areas that were previously disturbed during the construction of the
roadway. The Vasco Road location will be the only project location considered for night work, since no sensitive
receptors are in the vicinity of the work. The project will be constructed consistent with Policy 11-8 of the Contra
Costa County General Plan Noise Element that restricts the hours of construction activities to normal daylight
working hours, so that relative quiet hours are not disturbed during evenings, late nights, and early mornings. At
least one lane of traffic at each project location will be open at all times during construction activities and traffic
control measures will be in place to ensure traffic flows in each direction are maintained. The Vasco Road Project
location will require a full traffic closure for a portion of Vasco Road between Walnut Boulevard and Camino
Diablo. Traffic would be detoured along Walnut Boulevard and Camino Diablo. The detour would add
approximately 1.84-miles to the distance traveled for approximately two weeks. Emergency vehicle access will be
allowed at all times. The Byron and Vasco project locations are within the East Contra Costa County HCP/NCCP
Service Area but the work will occur entirely within previously disturbed areas and will not trigger the need for
planning surveys or payment of HCP Fees. Real property transactions and utility relocations may be necessary in
support of this project. General Plan Conformance with the Cities of Lafayette and Walnut Creek may be
necessary.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
