APPROVE the Canal Road Sidewalk and Bike Lane Project (Project) and AUTHORIZE the Public Works Director,
or designee, to advertise the project, Bay Point area. [County Project No. 0662-6R4062, DCD-CP#14-11] (District V).
DETERMINE the project is a California Environmental Quality Act (CEQA), Class 3 Categorical Exemption,
pursuant to Article 19, Section 15303 of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
59% Lifeline Transportation Program Funds, 27% Safe Routes to School Grant, and 14% Local Road Funds.

Subject:APPROVE the Canal Road Sidewalk and Bike Lane Project and advertise the project, Bay Point area.
BACKGROUND:
The project consists of constructing class II bike lanes on both sides of Canal Road for approximately 3,900 feet
from Bailey Road to Loftus Road and constructing a five-foot-wide sidewalk with curb and gutter for
approximately 2,400 feet from Bel Air Elementary School to Loftus Road thereby filling a gap in the existing
sidewalk facilities. Additional improvements include constructing 6 curb ramps, drainage features, speed feedback
signs, and pavement markings.
The existing pavement width from Bailey Road to Bel Air Elementary School is adequate to accommodate a class
II bike lane. The existing sidewalk extends along the north side of Canal Road from Bailey Road to Bel Air
Elementary School and will remain in place. Current roadway drainage within the project limits is primarily by
sheet flow runoff. Drainage post project will be conveyed by the new gutters and storm drain system. New inlets
and storm drain lines will be installed and excavations up to 10 feet deep will be needed to install these new
drainage features. An existing concrete headwall may need to be rebuilt and/or lengthened to support the raised
grade of the sidewalk area. The new concrete headwall may extend up to 120 feet along the edge of Canal Road
and may include foundation excavations up to 13 feet deep. Any work in the drainage ditches to construct
improvements to the headwall will be done during the dry season (July 1 to October 31). The centerline of the road
may shift up to 6 feet to the north at certain locations in order to accommodate the eastbound bike lane. A
retaining curb behind the new sidewalk will be necessary at certain locations to minimize grading limits and
associated impacts to the adjoining properties.
There are various utilities present within the project limits including a Shell pipeline; PG&E power lines, fiber
optic line, sewer, phone, gas and water facilities. Various utility facilities will need to be relocated or adjusted to
accommodate the project. Some areas will require vegetation removal and trimming in order to accommodate the
project. The project may remove up to ten ornamental street shrubs and trees and up to ten riparian woodland
trees (cottonwood and coast live oak); however, every effort will made to protect the trees. In order to minimize
damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be
trimmed. Permanent right-of-way acquisition is not anticipated; however, temporary construction easements will
be necessary to construct the project. Other real property transactions and utility relocations may also be necessary
in support of this project. At least one lane of traffic along Canal Road will be open at all times during
construction activities.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
