HomeMy WebLinkAboutMINUTES - 12092014 - C.58RECOMMENDATION(S): AUTHORIZE the Auditor-Controller to issue a warrant in the amount of $52,000 to the Byron Union School District from the Park Dedication Trust Fund (accounts 8136 37020 3040 and 8136 PI020 3040) to finance the renovation of an existing playground area at the Discovery Bay Elementary School located at 1700 Willow Lake Road in the Discovery Bay area. FISCAL IMPACT: No General Fund impact - 100% Park Dedication Trust Funds. BACKGROUND: The Byron Union School District (BUSD) requests park dedication funds to help finance the renovation of a playground area on the grounds of the Discovery Bay Elementary School located at 1700 Willow Lake Road in the Discovery Bay area. A water leak underneath the playground resulted in the area being unsafe and unusable. The Byron Union School District repaired the water leak and now wants to renovate the area so it can again be used for outdoor recreation activities. BUSD will install new park benches and new turf so the children continue to have a place to play, and families have a place to relax outdoors in a safe environment. The total cost of the renovation project is $62,000. BUSD will be responsible for maintaining the improvements after construction. To ensure the school grounds are accessible to the public during non-school hours, BUSD will provide access to the playgrounds/fields on weekends from 9:00 AM to 4:00 PM. BUSD's Superintendent explained the project and reminded the BMAC that Discovery Bay Elementary serves students from Byron. The Superintendent also reiterated BUSD's commitment to opening the school's play fields during the weekends for use by the general public. Department of Conservation and Development staff stated that additional funding for park and recreational priorities is available through Measure WW, and that initial meetings have been held with BUSD to discuss possible projects at the Excelsior Middle School in Byron. Possible use of Measure WW funds will be discussed at a future BMAC meeting(s). It is the policy of the County to utilize park dedication funds to meet local park needs. Staff has determined that this request is consistent with that policy. CONSEQUENCE OF NEGATIVE ACTION: Not allocating the Park Dedication Funds will result in the Byron Union School District having to finance the entire cost of the project.
