I. FTMn ZNDED ACTION:
This memo and attached P-•300 request the cancellation of one Social Service
Program Specialist position x246 in org. 5000 and add one Social Service
Anneals Officer position in org. 5000.
II. FINANCIAL DIPACT:
None.
The mnthly salary ranges for both nositions as of the August, 1986 salary_
schedule are thesams. The salary for Social Service Ar Officer is
$2437.00 - $2962.00, and the salan7 range for Social Service Program Specialist
is $2437.00 - $2962.00.

Barbara Wiedenfeld, Social Service Program Specialist, assigned to position
?245 was reassigned Sentember 30, 1985, to assist in handling the increased
a?meals/ccmi laints workload. Due to the increased number of client appeals
over the last two years, we have determined that an additional Appeals Officer
-,osition is necessary.
The responsibilities of this position is to review and investigate complex
applicant, recipient and third party initiated anneals and cwnmlaints in-
volving categorical aid and service nrograms; to conduct evidentiary hearings
and writes formal decisions; to represent tie Social Service Den_artnent on
a nneal and ocnmlaint matters; and to related work as required
IV. CONSMUE14CES OF NEGATIVE ACTION:
The position is required to AVOID the delay in responding to client anneals
in a timely manner, thus creating an excessive backlog.
We would like this action placed on the Board of Supervisors agenda for
October 27, 1986.
