APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute a contract amendment with the
California Health Benefit Exchange, making technical adjustments regarding notification and adding language on
payment of pre-approved overtime for Customer Service Agents, with no change in the payment limit and no change
the contract term.
FISCAL IMPACT:
Cost associated with this contract are reimbursed by the California Health Benefit Exchange. There is no County
match.
BACKGROUND:
In July 2013 Contra Costa County opened its Health Benefit Exchange Covered California Call Center well ahead of
the October 1 kickoff for Affordable Care Act enrollment. After weeks of training, informational calls to the phone
lines began rolling into the Concord facility in late August, helping prepare staff for the influx of calls after the
official launch date.
The Center currently employs approximately 100 Customer Service Agents and 11 Supervisors who assist California
residents by phone Monday through Saturday.

operates during this current open enrollment period Monday through Friday, 8:00 a.m. until 8:00 p.m., and from
8:00 a.m. until 6:00 p.m. on Saturdays; with clerical support, staff development, and quality assurance staff on-site
in addition to the agents and supervisors.
The initial contract did not allow for Customer Service Agents to work or be paid for overtime. This amendment
allows for payment under the contract of pre-approved overtime hours without an increase in the payment limit or
modification of the contract term. In addition, technical changes have been made to the contract with regard to
notifications.
CONSEQUENCE OF NEGATIVE ACTION:
The contract will not be amended.
