HomeMy WebLinkAboutMINUTES - 12092014 - C.25RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21504 to reclassify position No.13904 and it's incumbent from Airport Office Assistant (9BSA) (represented) position at salary plan and grade 3R5 1193 ($3,521- $4,280) to Administrative Analyst (APWA) (represented) at salary plan and grade ZB5 1277 ($3,826- $4,651) in the Public Works Department. FISCAL IMPACT: There will be an increase of approximately $6,900 annually from the Buchannan Field Airport Enterprise Fund 140100. BACKGROUND: Over the last two years, administrative responsibilities have increased in the Airport Division. The Airport Office Assistant position currently performs the range and complexity of duties identified in higher level Airport classifications and not just implementing program tasks as contemplated within the Airport Office Assistant classification. Presently, the Airport Office Assistant manages and administers full program areas plus has public relations requirements with various stakeholders (from the general public to Board Members and regulatory agencies). Bueren, Public Works Director/Chief Engineer Date:December 9, 2014 Contra Costa County Subject:Reclassification from Airport Office Assistant to Administrative Analyst BACKGROUND: (CONT'D) the community and pilots regarding aircraft noise complaints; plans, organizes and leads community relations events; writes, evaluates and administers contracts for services and equipment; oversees the Byron Airport Habitat Management Lands; manages the entire Storm Water Program for both airports (Buchanan Field and Byron Airports); interprets, analyzes, and prepares regulatory reports such as CUPA, Wastewater Discharge Permits, Manifest Fee Reports and FAA National Based Aircraft Inventory reports. In addition to these duties, the Airport Office Assistant continues to be responsible for accounts receivable postings, deposits, assists and calculates tenant fees for new tiedown and hanger rentals, analyzes, evaluates and writes Standard Operating Procedures, prepares agendas, minutes, and packets for correspondence with the Aviation Advisory and Airport Committees, and provides training to ensure compliance with environmental issues. CONSEQUENCE OF NEGATIVE ACTION: An Administrative Analyst position is essential to the efficient operation of the Airport Division. Not only will an Administrative Analyst position at Buchanan Field allow for greater flexibility for assignment of responsibilities by the Director of Airports; it will also properly classify and compensate the Airport Office Assistant for the current level of work being performed.
