HomeMy WebLinkAboutMINUTES - 12092014 - C.19RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21545 to add one (1) Employment and Human Services Division Manager (XADD) (represented) position and allocate to salary plan and grade ZA2 1841 ($6,890-$8,395) in the Employment and Human Services Department, Administrative Support Services Bureau. FISCAL IMPACT: Upon approval of this position the net county cost will increase by $9,041 during the current fiscal year. This position will be funded 45% Federal revenue, 45% State revenue, and 10% Net County Cost The annual pension cost is $55,530. BACKGROUND: EHSD had a Community and Media Relations Coordinator position for purposes of handling high level public interest in the operations, mission and objectives of the Department. This position was vacated and cancelled in December 2008. EHSD is a very large department with multiple programs that serve approximately 150,000 annually. In order to meet the legal mandates and ensure appropriate coordination with community services and those of other governmental agencies, the department is tasked with maintaining high profile outreach and access opportunities to all segments of our county. This includes but not limited to geographic, ethnic, bilingual, disabled and impaired. Important to efficiency and fiscally responsible management of the departments' resources requires close coordination with community based organizations, advocacy groups, legal interest groups, and governmental service partners such as law enforcement, health, mental health, etc. This new Division Manager will be responsible to form close working relationships with all of these stakeholders and the many communities in the County. In addition, incumbent will be responsible to oversee outreach and education efforts, speakers bureau, community event coordination, and more. This position will also be the department's primary media relations coordinator and will work closely with the County PIO office. CONSEQUENCE OF NEGATIVE ACTION: If the EHSD Division Manager position is not added the department cannot meet the legal mandates required and maintain high profile outreach and access opportunities to all segments of the County.
