required by the State Water Resources Control Board (SWRCB) and the Regional Water Quality Control Board
(RWQCB) to comply with the Sanitary Sewer Systems Waste Discharge Requirements (WDR). (District V)
FISCAL IMPACT:
Costs associated with this are funded by 100% Sanitation District No. 6 funds.
BACKGROUND:
The State Water Resources Control Board (SWRCB) and the Regional Water Quality Control Board (RWQCB)
require Sanitation Districts to develop and implement Sewer System Management Plans (SSMP) that document the
program to properly operate and maintain sanitary sewer systems. On May 2, 2006, the SWRCB enacted Order No.
2006-0003 “Statewide General Waste Discharge Requirements for Sanitation Sewer Systems.” This Order affects all
public wastewater collection system agencies in California with greater than one mile of sewer.

BACKGROUND: (CONT'D)
(WDR), the SSMP document addresses Sanitation District No. 6's goals; organization; overflow emergency
response plan; fats, oil and grease control program; legal authority; measures and activities; design and
construction standards; capacity management; monitoring, measurement, and program modifications; audits; and
communications program as required by the regulatory agencies. The SSMP must be audited every two years and
updated every five years. The SSMP for SD 6 was reviewed and updated in August 2012 and October 2014. This
October 2014 version represents both an audit and an update.
CONSEQUENCE OF NEGATIVE ACTION:
Without the Board of Supervisor’s approval, Sanitation District No. 6’s SSMP may be considered invalid by the
RWQCB, therefore, SD 6 may be subject to enforcement actions due to not being in compliance.

PLAN (SSMP)
INTRODUCTION
The Contra Costa County Sanitation District No. 6 (SD-6) is a secondary treatment facility
designed to treat an average dry-weather flow (ADW F) of 14,100 gallons per day (GPD);
and a peak wet-weather flow (PWW F) of 14,100 GPD. The actual average daily flow is
about 8,500 GPD which is entirely domestic sewage. SD-6 serves the
Stonehurst subdivision which has a total of 47 houses within it.
The SD-6 treatment facility incorporates septic tanks at each lot for primary treatment and
retention of solids, grease and oil. The eff luent from the septic tanks flows (by
gravity and force main) in a small diameter sewer system to recirculating gravel filters
followed by ultraviolet disinf ection f or secondary treatment. For the final step, the eff luent
is pumped to a subsurface soil absorption system (leach field).
This method of secondary biological treatment allows the Stonehurst treatment facility to
generate an effluent with consistently (30-day average) less than 15 mg/l biochemical
oxygen demand (BOD) and 15 mg/l total suspended solids (TSS); thereby satisfying the
requirements of Waste Discharge Requirements 91-096, which is the permit from the
Regional Water Quality Control Board, San Francisco Region (RWQCB).

II. ORG ANIZ AT ION
The organization chart above and the discussion below reflect how SD-6 of Contra Costa County was
organized in the past. The Stonehurst Subdivision was annexed into the City of Martinez on
September 12, 2012.
Due to the annexation, a new board is required for SD-6. The choices are either 1) Two City of
Martinez Board members and one County Board member or 2) the County Board of Supervisors may
designate Martinez City Council as the new SD-6 Board of Directors. It is anticipated that the County
Board of Supervisors will designate Martinez City Council as the new SD-6 Board of Directors. The
need for and configuration of the new Board is under discussion but some months will be required to
resolve the various issues.

Reporting Procedure
At present, the Contra Costa County Board of Supervisors serves as the SD-6 Board of Directors.
The Public W orks Director serves as the SD 6 District Engineer. The District Engineer reports
directly to the SD 6 Board.
The Public W orks Department, Special Districts Section staff is responsible for treatment
plant and collection system operations and maintenance oversight, fiscal integrity, administration,
regulatory compliance and long-term planning. Staff administers outside contracts for day-to-day
operations and maintenance and for major design of improvements.
III. LEG AL AUTHORITY
The arrangements under which SD-6 was formed provide legal authority to:
Prevent illegal discharges.
Require that sewers and connections be properly designed and constructed.
Ensure access for maintenance, inspection or repairs.
Limit the discharge of materials that might cause blockages.
Enforce any violation of the sewer ordinances.
IV. OPERATION AND MAINTENANCE PROGRAM
Operation and maintenance of the wastewater system is performed by a contract operator. The
contract operator through September 30, 2014, was HS Operating services, with Paul Stovall being
the main operator.
Starting on October 1, 2014, the contract operator became Valley Operators. The project manager
for Valley Operators is Casey Wichert (Cell 209 483 5525). The main operator will be Nick Gaunt
(Cell 925 698 4636).
A backup operator will be Rudy Alvarado (Cell 510 708 3156, Home 510 787 2404). Mr. Alvarado
previously was an operator of the wastewater system under HS Operating Services. He has been
hired by Valley Operators, which assures continuity of the operation program.

An operator visits the facility a minimum of once per week. Table 5-1 of the Operation And
Maintenance Manual contains a checklist of tasks to be performed weekly, monthly, quarterly,
semiannually, annually or biennially.
The scope of the Operations & Maintenance (O&M) contract for the collection system includes the
following:
• Respond to sewer calls and complaints. Contact appropriate sewer contractor. Obtain
confirmation of arrival time. Do final check after repair is completed.
• As Underground Service Alert (USA) Notifications are received, contractor is to review and
mark project areas in accordance with the USA North Color Code Procedures.
Plans of the sewer system and the treatment plant and pump stations are available.
It has not been necessary to clean the small diameter collection system, which generally has been
the experience with similar systems elsewhere.
A System Evaluation And Recommended Improvements Report was issued by Harris & Associates
on January 22, 2014. SD-6 has been steadily implementing the recommended improvements.
Accomplishments to date include the replacement of pumps in the system and the acquisition of a
spare for each type of pump.
A new computerized control and monitoring system is being installed.
V. DESIGN AND PERFORMANCE PROVISIONS
a. Standards for Installation, Rehabilitation and Repair
SD-6 has not developed its own standards. The system is completely built out. SD-6 would use the
revised Standard Specifications for Design and Construction – 2011 Edition published by Central
Contra Costa Sanitary District if the need arose.
b. Standards for Inspection and Testing of New and Rehabilitated Facilities
Land use restrictions prohibit additional residential construction that would tie into this system.
Therefore, no new facilities are expected to be required.
When rehabilitation or repair is required, SD-6 follows the requirements of the revised Standard
Specifications for Design and Construction – 2011 Edition published by Central Contra Costa
Sani tary District if the need arose.

VI. OVERFLOW EMERGENCY RESPONSE PL AN
Overflow Response — SD-6 has an Overflow Emergency Response Plan that includes
procedures f or overflow mitigation, emergency response, clean-up, spill recovery, internal and
external resources, reporting, and rehabilitation of damaged dwellings and buildings. It also includes
provisions for public notification and testing for contamination and notification to regulators. The plan
addresses overflows at the lift stations and sanitary sewer collection system.
Overflow Reporting Policy — SD-6 defines an overflow as a raw sewage escape from the
public sewer onto public or private property. All overflows are reported to the Regional W ater Quality
Control Board (RW QCB). Overflows of less than 1,000 gallons that have no environmental or public
health issues are reported to the RW QCB in the SD-6 annual report. Overflows greater than or
equal to 1,000 gallons are reported to the California Office of Emergency Services (OES). Other
regulatory agencies may need to be contacted depending on the location and extent of the spill (See
attachment 1 in the Overf low Emergency Response Plan). All overflows, backups, etc., are
investigated as to cause and corrective action taken to prevent future incidents.
Overflows are reported by the contract operator, but with oversight from the County staff. Ms. Jessi
Duffy is currently the point of contact in the County staff for the contract operator.
A list of Emergency Numbers is maintained. A copy of the current list is attached at the end
of this SSMP.
VII. FATS, OILS, AND GRE ASE (FOG) CONTROL PROGR AM
Fats, Oils, and Grease Control (FOG) — To date, the current operations and maintenance
contractors have not observed any FOG occurrences. The septic tank at each lot effectively retains
the fats, oils and grease generated by each residence. The Stonehurst Home Owners Association
(HOA) has each septic tank pumped once every three years. Therefore, SD-6 feels that no FOG
control program is ne eded.

VIII. SYSTEM EVALUATION AND CAPACITY ASSURANCE PLAN
Land use restrictions prohibit additional residential construction that would tie into this system.
Therefore, no increase in flow is expected. Average flows to the treatment plant have been only about
60 percent of the design flow. Because the collection system consists of small diameter plastic pipes
in long lengths with few joints, because the gasket joints tend to remain quite tight, and because
much of the collection system is under pressure there is very little inflow and infiltration into the
system, thus peak flows have not been a problem. The capacity of the system is thus deemed to be
adequate.
IX. MONITORING, ME ASUREMENT AND PROGRAM MODIFIC ATIONS
A report is prepared annually as part of the RW QCB’s requirements that includes:
Number of SSOs during the previous year
Volume distribution of SSOs
Volume of SSOs contained
SSOs by cause
The SD-6 contract operator keeps staff apprised of inf rastructure improvements needed on a
continuous basis. The system is an isolated, self -contained system with no provision for additional
connections beyond the 47 current connections that it was designed for.
X. SSMP PROGRAM AUDITS
The SSMP must be audited every two years and updated every five years. This October 2014
version represents both an audit and an update.
XI. COMMUNIC ATION PROGR AM
SD 6 staff communicates regularly with the system operator and send s regular updates to the HOA.
