APPROVE the Stormwater Treatment Demonstration Project (Project) and AUTHORIZE the Public Works Director,
or designee, to advertise the Project, Martinez area. [County Project No. 0662-6R4144, DCD-CP#14-31] (District V).
DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 1(e) Categorical Exemption,
pursuant to Article 19, Section 15301(e) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
100% Local Road Funds.

Subject:APPROVE the Stormwater Treatment Demonstration Project and related actions under the California Environmental
Quality Act.
BACKGROUND:
The Project consists of installing two small stormwater treatment facilities for the Stormwater Treatment
Demonstration Project pilot program. This Project will demonstrate implementation of low impact development
stormwater treatment facilities to developers and contractors.
The Project is located in the parking lot of the Public Works Department at 255 Glacier Drive, Martinez, CA.
General Plan Conformance has been obtained from the City of Martinez, as recommended by the Department of
Conservation and Development.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the Project may result in a delay of design, construction, and may jeopardize funding.
CHILDREN'S IMPACT STATEMENT:
Not applicable.

Description of Nature, Purpose and Beneficiaries of Project: The purpose of this Project is to conduct a pilot program that will
demonstrate implementation of Low Impact Development stormwater treatment facilities.
This Project consists of removing existing asphalt concrete and installing two (2) stormwater treatment facilities (Figure 5)
around two (2) existing drainage inlets within the PWD parking lot. Appropriate Best Management Practices (BMPs) will
be implemented to protect storm drain inlets during installation. The stormwater treatment facilities will be designed to
treat the impervious surface of the parking lot in accordance with the Contra Costa County Clean Water Program C.3
Guidelines. At total of twelve (12) parking spaces (Figure 4) will be removed [si x (6) parking spaces for each stormwater
treatment facility]. The overflow parking area in the back of the PWD parking lot has ample supplemental parking to
accommodate the twelve (12) lost parking spaces. Parking will be routed around the facilities during construction
activities. Emergency vehicles will have access at all times.
General Plan Conformance may be necessary from the City of Martinez.
