ACCEPT semi-annual report on the Small Business Enterprise and Outreach Programs covering the period
July-December 2013.
FISCAL IMPACT:
Increasing the participation of small businesses, especially local businesses, in contracting opportunities may directly
stimulate local economic activity and therefore potentially increase County tax revenues.
BACKGROUND:
In August 1998, the Board of Supervisors adopted the Outreach Program to promote broad outreach to all businesses,
including minority-owned, women-owned, small, and local businesses. In December 13, 1999, the Board of
Supervisors adopted the Small Business Enterprise (SBE) Program for the purpose of providing small businesses a
fair share of County business. The Internal Operations Committee (IOC) has provided policy oversight on these
programs since their inception, including surveying County departments on the implementation of the SBE and
Outreach Programs. In December 2004, the Internal Operations Committee directed the Affirmative Action Officer
to make status reports to the Committee on a semi-annual basis rather than a quarterly basis.
The IOC received the last semi-annual report, attached, in August 2014 covering the period July-December 2013.
The new departmental reporting format continues to be a work in progress and the data is not yet completely reliable.
Not all departments showed compliance or reported data, and no Outreach Program data was presented. County
Administrator's Office staff continues to provide training to departments on the new reporting tools and format.

The IOC accepted the staff report and directed staff to continue working towards getting all departments to use the
new reporting format and rules so that the data is complete, consistent and reliable.
The IOC forwards the semi-annual report to the Board today for informational purposes.
