THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY; CALIFORNIA T.6
Adopted this Order on October 21 , 1986 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: Hearing on appeal of Rural California Housing Corporation
from the East County Planning Commission of Contra Costa,
County denial of applications to rezone land (2687-RZ) ,
Development Plan 3038-86 and Tentative Subdivision Map
6790 in the Oakely area.
This is the time set for hearing on the appeal of Rural
California Housing Corporation from the East County Planning
Commission of Contra Costa County denial of applications to rezone
land (2687-RZ) from Single Family Residential (R-6) to Planned Unit
Development (P-1 ) , Final Development Plan 3038-86 and Tentative
Subdivision Map 6790 in the Oakley area;
Supervisor Powers commented that it was his understanding
that there had been a request for a continuance of this matter but
that there were a number of requests from people present to speak.
Supervisor Torlakson commented that this was a neigh-
borhood planning issue and that he was meeting with interested par-
ties to try to work out a compromise on the issues of concern. He
requested that the matter be postponed until the November 4 , 1986
meeting.
Supervisor Schroder commented that he was favorably
impressed with the project and was interested in hearing the testi-
mony of those present today.
Supervisor McPeak commented on the commitment to affor-
dable housing. She wished to have those present today who could not
return at a later date testify today.
Supervisor Fanden commented that the speakers should be
heard and then the Board could decide if it wished to continue the
matter.

Supervisor Torlakson commented in Spanish and translated
to English on the polarization in the community which he sensed and
the need for two way dialogue. He invited everyone to take a tour
of other similar projects. He moved to continue this hearing to
November 4 , 1986 at 3:00 p.m.
Supervisor Powers commented favorably on the project and
on the density bonus for low income housing.
IT IS BY THE BOARD ORDERED that the hearing on appeal of
Rural California Housing Corporation from the East County Planning
Commission of Contra Costa County denial of applications to rezone
land (2687-RZ) , Development Plan 3038-86 and Tentative Subdivision
Map 6790 in the Oakley area is CONTINUED to November 4 , 1986 at 3:00
p.m.
