APPROVE and AUTHORIZE the Conservation and Development Interim Director, or designee, to execute a contract
amendment with Environmental Science Associates, Inc. to increase the payment limit by $75,000 to a new limit of
$150,000, with modified indemnification, and extend the term from December 31, 2014 to December 31, 2015, for
continued technical consulting services associated with waste diversion programs.
FISCAL IMPACT:
No impact to the General Fund. The work performed under this contract will be funded by Solid Waste and
Recycling Collection Franchise Fees (75%) and Used Oil Block Grant funds (25%). There are no matching funds
required.
BACKGROUND:
The proposed contract amendment will allow Environmental Science Associates, Inc. (ESA) to continue to provide
Conservation & Development Department (DCD) staff with technical consulting services that are needed to assist
with solid waste diversion programs in the unincorporated areas of the County. ESA will continue to provide
assistance with a variety of implementation and reporting activities under this contract, including but no limited to:

BACKGROUND: (CONT'D)
programs/activities targeting waste streams generated by businesses and schools as mandated by AB 341;
programs/activities funded or required under our Used Oil Block Grant; and
provide assistance with activities related to diversion and disposal reporting required to comply with State laws
and regulations.
The contract amendment, including the modified indemnification language, has been reviewed and approved by
County Counsel.
CONSEQUENCE OF NEGATIVE ACTION: ESA would not continue to perform technical consulting services
associated with waste diversion programs for the County, which may result in some tasks not being completed to
comply with state laws.
CHILDREN'S IMPACT STATEMENT: Not applicable.
