Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard
Agreement #29-502-34 (State #14-90053), with the State Department of Health Care Services, for a three year total
payable to the County not to exceed $27,526,872, to receive State General Funds, Federal Block Grant allocations
and Drug/Medi-Cal funds for Substance Use Disorder (SUD) services, for the period from July 1, 2014 through June
30, 2017.
FISCAL IMPACT:
This Agreement will provide funding for fiscal years 2014/2015 through 2016/2017 in an amount to exceed
$27,526,872. The following is a summary of the State and Federal funding covered under this agreement:

BACKGROUND:
This Standard Agreement #29-502 is a combined Negotiated Net Amount (NNA) and Drug/Medi-Cal contract. This
Agreement requires counties to provide Drug/Medi-Cal services up to their full State General Fund allocation for
Drug/Medi-Cal match. If the required services exceed the allocation, counties may access a Drug/Medi-Cal reserve
set aside for this purpose.
Approval of this Standard Agreement #29-502-34 will guarantee that the County will continue to receive the full
allocation amount included in the Agreement and allow the Department to continue providing needed Substance
Abuse Services. In accordance with this agreement, the County agrees to indemnify and hold the State harmless for
claims arising out of the County’s performance under the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive funding to support the continuation of Substance Abuse
Disorder services in Contra Costa County.
