Approve and authorize the Health Services Director, or designee, to execute, on behalf of the County,
Amendment/Extension Agreement #28-706-15 with Public Health Foundation Enterprises, Inc., a nonprofit
organization, effective October 16, 2014, to amend Contract #28-706-14, to increase the payment limit by $20,634,
from $7,727, to a new payment limit of $28,361, and extend the term from March 31, 2014 through December 31,
2014.
FISCAL IMPACT:
The Amendment will result in an increase of $20,634 for a total of $28,361 funded 100% by a CDC cooperative
agreement for the Emerging Infections Program through the Public Health Foundation Enterprises, Inc. (No County
funds required)
BACKGROUND:
The National Antimicrobial Resistance Monitoring System (NARMS) for Enteric Bacteria was established in 1996 to
monitor bacterial resistance, specifically, the resistance among Salmonella and other enteric bacteria. The 17
participating state health departments forward every tenth human Salmonella isolate to CDC for antimicrobial

The CDC is requesting that additional Emerging Infections Program (EIP) sites participate in the study of foodborne
bacteria. Such bacteria is not uncommon and often is associated with the use of antimicrobial agents in food animals,
especially in retail food. This study will assist in generating a database that may be utilized to augment the
development of intervention programs to stem the high prevalence of antimicrobial resistance in the meal and poultry
food supply. The goal of the study is to determine the prevalence of antimicrobial resistance among Salmonella,
Campylobacter, E.coli and enterococci isolated from a sample of chicken, ground turkey, ground beef and pork
chops purchased from selected grocery stores in the catchment area of the California EIP FoodNet site. This will
include samples collected from Contra Costa, Alameda and San Francisco County retail grocery stores.
On June 24, 2014, the Board of Supervisors approved Contract #28-706-14, with Public Health Foundation
Enterprises, Inc. to support Contra Costa County's participation in the study of foodborne bacteria for the Emerging
Infections Program (EIP), for the period from January 1, 2014 through March 31, 2014.
Approval of Contract Amendment/Extension Agreement #28-706-15 will provide additional funds to support the
Emerging Infections Program - Retail Foods Project, through December 31, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, The County will not receive additional funding to continue provide services for
the Emerging Infections Program - Retail Foods Project.
