APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept a demonstration
grant in an amount up to $650,000 on behalf of the County’s Zero Tolerance for Domestic Violence Initiative
(ZTDV) from the Department of Justice, Office on Violence Against Women for the “Domestic Violence Homicide
Prevention Demonstration Initiative (Phase II)” for a 24 month term beginning upon receipt of the award.
FISCAL IMPACT:
$650,000: 100% Federal Department of Justice, Office on Violence Against Women grant. CFDA #16.590. No
County match.
BACKGROUND:
The US Department of Justice, Office on Violence Against Women (OVW) initiated the Domestic Violence (DV)
Homicide Prevention Demonstration Initiative to evaluate the effectiveness of two promising DV homicide
prevention models as they are adopted in different communities: the Lethality Assessment Program (LAP) developed
by the Maryland Network Against DV and the DV High Risk Team (DVHRT) developed by the Jeanne Geiger

BACKGROUND: (CONT'D)
Crisis Center. The goal of the DVHP demonstration initiative is to document and disseminate solutions for
replication across the country. The initiative will support demonstration sites, provide intense technical assistance to
those sites, and conduct a rigorous evaluation of the models. OVW is partnering with the National Institute of Justice
(NIJ) on the national evaluation, and sites will be expected to fully cooperate with all aspects of the evaluation. The
initiative is being implemented in two phases: assessment phase and an implementation phase. OVW has completed
the assessment phase and selected four sites to participate in Phase II. During this second phase, the sites will
implement one of the models mentioned above and participate in the evaluation of the model.
Contra Costa County was selected as a Phase II DVHP Demonstration site to implement the LAP. The LAP approach
was selected for implementation given the readiness for collaboration between the Law Enforcement jurisdictions
(Richmond, Concord, and Brentwood) and the DV service provider (STAND! For Families Free of Violence).
Utilizing the LAP in all jurisdictions is consistent with the countywide approach fostered by ZTDV for more than a
decade.
ZTDV partners for the Demonstration Initiative include: Brentwood Police Department, Concord Police Department,
Richmond Police Department, National Council on Crime & Delinquency, STAND! for Families Free of Violence,
Familias Unidas, The Latina Center, Monument Crisis Center, Narika, Rainbow Community Center, Korean
Community Center of the East Bay, Monument Impact, Community Health for Asian Americans.
Since its inception, the Zero Tolerance for Domestic Violence Initiative (ZTDV) has been recognized for its
innovation in the area of system change through a comprehensive, coordinated, community-wide approach that
interrupts the progressive cycle of violence, recognizing the cost effectiveness of integrated and collaborative service
strategies.
CONSEQUENCE OF NEGATIVE ACTION:
County will not receive funding.
